R-97-49 A RESOLUTION APPROVING THE SHEA TERRACE CONSERVATION AND REDEVELOPMENT PLAN FOR THE SHEA TERRACE CONSERVATION AND REDEVELOPMENT PROJECT. WHEREAS, this Council, by resolution adopted June 14, 1988, approved a Conservation Plan for the Shea Terrace Conservation Project, Portsmouth, Virginia; and WHEREAS, activities being considered in this conservation project necessitate the project being re-designated a conservation and redevelopment project; and WHEREAS, there has been presented to this body for consideration and approval, a copy of a Plan for the project area, such plan being designated "The Shea Terrace Conservation and Redevelopment Plan for the Shea Terrace Conservation and Redevelopment Project"; and WHEREAS, the project area, which is predominantly residential in character, is to be partially redeveloped for residential uses in accordance with the Conservation and Redevelopment Plan; and WHEREAS, the Urban Renewal Plan and conditions under which the local public agency will make relocation payments were acknowledged; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, religion, familial status, handicap, sex or national origin; and WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that the said "Plan" be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That regarding the adoption of the Conservation and Redevelopment Plan for the Conservation and Redevelopment Project, it is hereby found: (a) That the objectives of the Shea Terrace Conservation and Redevelopment Project, Portsmouth, Virginia, can be better achieved by the adoption of the Plan.
