R-97-28 <br /> <br />A RESOLUTION APPROVING AND, ADOPTING AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />on July 11, 1989, adopted a Comprehensive Plan, (CP-89-1), for <br />the physical development of the territory within the City; and <br /> <br /> WHEREAS, the Planning Commission, after notice and public <br />hearing, as required by Article IV of Chapter 11 of Title 15.1 <br />of the Code of Virginia, 1950, as amended, has recommended that <br />the Comprehensive Plan be amended to by amending (1) the <br />General Land Use Plan (Chapter 4) to add the following <br />language: <br /> <br /> 4.10 <br /> <br /> Borrow Pit <br /> <br /> The site should be used to satisfy the parks and open <br /> space deficiency as identifies in the Open Space 2000 <br /> Plan. It lends itself to recreational projects <br /> compatible to the wetlands environment. <br /> <br /> 4.17 <br /> <br /> Locations of parks and community facilities are <br /> covered in more detail in other chapters of the <br /> Comprehensive Plan: however, the borrow pit site on <br /> Twin Pines Road is proposed to satisfy the <br /> deficiency of recreational and open space in the <br /> Churchland area. The property is ideally suited for <br /> passive recreation and wetland conservation. <br /> <br />and; <br /> <br /> WHEREAS, the Planning Commission has also recommended <br />amendment of the Comprehensive Plan by amending (1) the General <br />Land Use Map as shown on Exhibit A, attached hereto and made a <br />part hereof; and (2) the Park and Open Space Map as shown on <br />Exhibit B, attached hereto and made a part hereof; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has held <br />public hearings, with notice as required by law, and has <br />considered the proposed amendment to the Comprehensive Plan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, that the Comprehensive Plan for the City of <br />Portsmouth, Virginia, designated CP-89-1 be, and hereby is, <br />amended as recommended by the Planning Commission and set out <br />above and in the attached Exhibits A and B. <br /> <br /> <br />
