Whereas, Dick Davis died on March 4, 1999 after a long, happy, and productive life. <br /> <br /> Now, Therefore, Be It Resolved by the Council of the City of Portsmouth, Virginia, that <br />the City of Portsmouth does hereby express its appreciation for the life of Richard Joseph "Dick" <br />Davis - leader, statesman, visionary, gentleman - and his many contributions to the life of our <br />City. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held on June <br />22, 1999. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
