R-99-36 <br /> <br />A RESOLUTION HONORING RICHARD JOSEPH "DICK" DAVIS, FORMER <br />MAYOR OF THE CITY OF PORTSMOUTH. <br /> Whereas, Richard Joseph "Dick" Davis was born in Portsmouth, Virginia on August 4, <br /> 1921; and <br /> Whereas, he attended the Portsmouth Public Schools, graduating from Woodrow Wilson <br /> High School; and <br /> <br /> Whereas, after graduation from high school, Dick Davis attended the College of William <br /> and Mary and the University of Virginia School of Law; and <br /> <br /> Whereas, he was also a member of the United States Marines, fighting in the Pacific <br /> during World War II and in Korea, and retiring finally as a Lieutenant Colonel in the Marine <br /> Reserves; and <br /> <br /> Whereas, he was the founder of Virginia Investment and Mortgage Corp., was President <br /> of Tidewater Professional Sports, served on the boards of many banks and businesses, was <br /> Chairman of the Portsmouth Chamber of Commerce and served as Director of the <br /> Commonwealth's Department of World Trade; and <br /> <br /> Whereas, he was a distinguished partner in the Portsmouth law firm of Cooper, Spong <br /> and Davis; and <br /> <br /> Whereas, Dick Davis served his City as Chairman of the Portsmouth Industrial <br /> Development Authority and as Mayor from 1974 to 1980; and <br /> <br /> Whereas, he actively supported and led numerous fundraising efforts for local charitable <br /> and civic causes, including the Young Men's Christian Association and the Martha Davis Cancer <br /> Center; and <br /> <br /> Whereas, Dick Davis served as Lieutenant Governor of the Commonwealth of Virginia <br /> from 1981 to 1985, was a Democratic candidate for the United States Senate and served as <br /> Chairman of the Democratic Party in Virginia; and <br /> <br /> Whereas, during his lifetime, Dick Davis received many honors reflecting his civic <br />dedication and many interests, including First Citizen of Portsmouth in 1973, Tidewater Area <br />Business League Humanitarian of the Year in 1974, Virginia Exchange Club's Distinguished <br />Virginian of the Year in 1979, Sportsman of the Year in 1963, and Man of the Year in Sports in <br />1974; and <br /> <br /> Whereas, in all his activities and endeavors he remained fiercely committed to the <br />improvement of all facets of life for his fellow citizens of the City of Portsmouth and the <br />Commonwealth of Virginia; and <br /> <br /> <br />
