Sec. 23-95. Abridgement of rights. <br /> <br /> Nothing in this section shall be construed to abridge or waive any rights or <br />remedies of an owner of property at law or in equity. <br /> <br />Sec. 23-96. Severability. <br /> <br /> If any section, subsection, sentence, clause, phrase or portion of this article is for <br />any reason held to be invalid or unconstitutional by the decision of any court of <br />competent jurisdiction, such decision shall not affect the validity of the remaining <br />portions of this article. The city counciI declares that it would have adopted each section, <br />subsection, sentence, clause, phrase or portion thereof, irrespective of the fact that any <br />one or more sections, subsections, clauses, phrases or portions be declared invalid or <br />unconstitutionaL. <br /> <br /> 4. That Sections 23-3 and 23-49 of the Code of the City of Portsmouth, Virginia <br />(1988) be repealed. <br /> <br /> 5. That the Ordinance shall take effect on the date of its adoption. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia. at a meeting held on <br />July 10. 2001. <br /> <br /> Teste: <br /> <br />City Clerk <br /> <br /> <br />
