barbed wire or razor wire is installed on arms or brackets extending from the top of such <br />wall or fence inwardly over the private property to be wholly or partially enclosed, that <br />not more than three strands of barbed wire shall be so installed, and the first strand shall <br />be at least six inches from the face of the wall or fence. <br /> <br /> (b) Any person violating any provision of this subsection shall be guilty of a <br />Class 4 misdemeanor, and in addition thereto, shall pay the expense of removing the <br />barbed or razor wire from the fence or wall in question. <br /> <br />4. That this ordinance shall take effect on the date of its adOption. <br /> <br /> ADOPTED by the Council of the City of Portsmouth, Virginia, at a meeting held <br />on May 8, 2001. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
