AN ORDINANCE TO AMEND CHAPTER 6 0F THE CODE OF TI-IE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 6-33 THROUGH 6-40 THEREOF PERTAINING TO REGISTRATION OF PLEASURE BOATS. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: I. That Sections 6-33 through 6-40 of the Code of the City of Portsmouth, Virginia (1988~-bh amended to read as follows: Sec. 6-33. When fee assessed and collected; penalty for late payment. The commissioner of the revenue shall begin to assess and the city treasurer shall collect the registration fee imposed by this article beginning January first of each year. If the fee is not paid February fifteenth of any year there shall be added thereto a penalty of ten percent, to be assessed and paid as a part thereof. Interest shall accrue at a rote often percent per annum on the first day on each month following the due date until paid in full. Sec. 6-34. Issuance of decal. The city ~reasurer shall issue to each person paying the license fee imposed by this article a decal or sticker for the boat or watercraft licensed; provided that no decal or sticker shall be issued unless the applieam produces satisfactory evidence before the city ~xeasurer that all personal property taxes and license fees upon such boat or watercraft have been paid which have been properly assessed or are assessable against the applicant by the city. Sec. 6-35. Display of decal or sticker generally. The decal or sticker issued under this article shall be permanently affixed and displayed on the boat or watercraft for which issued, on the port bow thereof forward of the state identification numbers, if the boat or watercraft is required to display identification numbers, or forward of the point where such identification numbers would be displayed. Sec. 6-36. Failure to obtain or display decal or sticker. It shall be unlawfttt for any person to operate, or any owner to permit tO be operated, on any waters within the territorial limits of the city a boat or watercraft upon which a registration fee is imposed by this article without first procuring and displaying a decal or sticker as required
