(c) The project as a whole conforms to applicable reqmrements for minimum <br />required floor area for dwelling units, mum allowable area for dwelling units, <br />maximum allowable area for the number of dwelling units, and the maximum <br />allowable area devoted to residential purposes; <br /> <br />(d) The quantity, quality, utility, size and type of the project's open space and <br />landscaping improvements is sufficient to offset the decreases in dimensional <br />requirements or other deviations from the zoning district in which the project is <br />located; <br /> <br />(e) The project's internal traffic circulation system is adequate to provide for <br />the convenient and safe movement of vehicles and pedestrians, and the project <br />will not cause surrounding streets and roads to exceed their safe capacities; <br /> <br />(f) The quantity, quality, utility and type of the project's community and <br />common facilities are sufficient to offset the decreases in dimensional <br />requirements and other deviations from the zoning district in which the project is <br />located; <br /> <br />(g) The project complies with the standards for approval of a use permit set <br />forth in Section 40-106 of the Code of the City of Portsmouth, Virginia; and <br /> <br />(h) The project provides Parking, building access and pathways for persons <br />with disabilities in accordance with the requirements of the Americans with <br />Disabilities Act. <br /> <br /> 2. That a group housing use permit for four apartment units at 525 High Street is <br />hereby granted to the applicant subject to the following terms and conditions: <br /> <br /> (a) The group housing project shall be limited to four apartment units to be <br />developed on the second floor of 525 High Street. Two units shall have an area of 561 sq. <br />ft. each; one unit shall have an area of 659 sq. ft.; and one unit shall have an area of 698 <br />sq. lt. The Director of Planning and Inspections is authorized to approve minor <br />modifications to the approved floor plans, attached hereto and made a part hereof, <br />identified as Exhibit A. <br /> <br /> (b) A minimum of seven on-site parking spaces shall be provided at the rear of <br />the structure. One of the parking spaces shall be reserved for persons with disabilities. <br /> <br /> (c) All exterior changes to the building must be approved in advance of <br />installation by the Downtown Design committee. <br /> <br /> <br />
