<br /> <br />June 09, 2026 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 9, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., City Manager Steven Carter, <br />City Attorney Derek G. Challenger. <br /> <br />26 - 140 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 9, 2026, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />26 - 141 - The following items were discussed in Public Work Session: <br /> <br />1. Parking Ordinance Changes - James Wright, City Engineer <br /> There was direction from City Council on the parking ordinance changes: <br /> <br /> <br /> Only charge for parking where there were meters, garages and surface lots. <br /> <br /> No fee for the first 2 hours along High Street with a charge of $3 after the initial 2- <br />hour free parking. <br /> <br /> No fee for the first 2 hours for garages and surface lots with an increase of $2 after <br />the initial 2-hour free parking. <br /> <br /> There will be free parking for special events right now. City Manager Carter will <br />come back with projection numbers for free parking as opposed to paid parking for <br />special events. <br /> Councilwoman Bryant asked if there could be a monitoring of parking passes for <br />˗ <br />residents in Olde Town. <br /> <br /> City Manager Carter informed City Council that this issue was being looked at <br />and there would be a cost associated with constant monitoring. <br /> Vice Mayor Moody asked what amount the City receives from parking fees at the <br />˗ <br />Renaissance Hotel. <br /> Councilman Tillage also recommended some sort of monitoring in Southside. He <br />˗ <br />suggested restricted parking along some areas due to extended parking by shipyard <br />employees. <br /> <br />2. Derelict and Blighted Structure Fees - Steve Edwards, City Assessor / Derek <br /> Challenger, City Attorney / Michael Miller, Building Official <br /> <br />3. City Manager Agenda Review - Steven Carter, City Manager <br /> <br />26 - 142 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed by the public body regarding specific matters <br />requiring the provision of legal advice by such counsel, specifically regarding the <br />Rehabilitated Real Estate program under divisions 5 and 6 of article 3 of chapter 35 of <br />the City Code; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(3) for the purpose of <br />discussion or consideration of the disposition of publicly held real property, where <br />discussion in an open meeting would adversely affect the bargaining position or <br />negotiating strategy of the public body, specifically regarding the Crawford Bay project. <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
