<br /> <br />April 13, 2026 <br /> <br />At a Called Meeting of the City Council on Monday, April 13, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, *Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., *Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />26 - 91 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:30 p.m., Monday, April 13, 2026, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />26 - 92 - The following items were discussed in Public Work Session: <br /> <br />1. Flood Resilience Plan - John Millspaugh, Principal Engineer, Arcadis / Alex Carlson, <br />Senior Water Engineer, Arcadis / Madison Teeter, Resilience Specialist, Arcadis <br /> Vice Mayor asked for the number of homeowners who received federal funding <br />˗ <br />for their home being in the flood zone. <br /> <br />2. Proposed CDBG Budget - Dr. Rhonda Russell, Planning Director / Jeffrey Crimer, <br />Community Development Manager <br /> Vice Mayor Moody asked for an update on the access curb ramp projects <br />˗. <br /> Councilman Hugel asked for a list of programs that are currently funded but are <br />˗ <br />not proposed to be funded for next fiscal year. <br />st <br /> Vice Mayor Moody asked that City Council get a briefing on 1 time home buyers <br />˗ <br />and closing cost assistance from the state at an upcoming public work session. <br /> <br />3. Budget Discussion - Trey Burke, Budget Manager <br /> Councilwoman Bryant asked for a list of the neighborhoods that were chosen for <br />˗ <br />gateway revitalization and beautification projects. <br /> Vice Mayor Moody asked for an update on the how the new fire station will <br />˗ <br />improve service in the Truxton neighborhood. He also asked for an update on the <br />Cradock fire station. <br /> Vice Mayor Moody asked for an explanation on long range radar. He also asked <br />˗ <br />what the return on investment was for implementing law enforcement technology. <br /> Vice Mayor Moody asked for information on how Healthcare Reimbursement <br />˗ <br />Agreement (HRA) claims have trended through the years. <br /> <br />26 - 93 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed by the public body regarding specific matters <br />requiring the provision of legal advice by such counsel, specifically regarding real property <br />tax classification of blighted properties and derelict buildings pursuant to Virginia Code <br />section 58.1-3221.6; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of <br />discussion and consideration of (1) the position of City Auditor and (2) appointments to <br />Boards and Commissions. <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge: <br /> <br /> <br /> <br /> <br /> <br /> <br />
