<br />At a Called Meeting of the City Council on Tuesday, December 9, 2025, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, Interim City Attorney Derek G. Challenger.

<br />25 - 356 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />

<br /> "Please attend a called meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, December 9, 2025, for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."

<br />25 - 357 - The following items were discussed in Public Work Session:
<br />
<br />1. YMCA Portsmouth - Anthony Walters, President and CEO for the YMCA of South
<br /> Hampton Roads
<br />
<br />2. Retirement Board Presentation - John Morrison, Chief Investment Officer, John
<br /> Hancock / Brian Birnbaum, Sr. Vice President, Wealth Management, Graystone
<br /> Consulting
<br />
<br />3. Bulk Refuse Collection - Jerod Roberts, Public Works Director
<br />
<br />4. City Manager Agenda Review - Steven Carter, City Manager
<br />
<br />25 - 358 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting:
<br />
<br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of
<br />consultation with legal counsel employed by the public body regarding specific legal
<br />matters requiring the provision of legal advice by such counsel, specifically regarding
<br />zoning enforcement; and
<br />
<br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(7) for the purpose of
<br />consultation with legal counsel pertaining to actual or probable litigation, where such
<br />consultation or briefing in open meeting would adversely affect the negotiating or litigating
<br />posture of the public body, specifically regarding City of Portsmouth v. Swinson
<br />Restaurant Group, et als., Portsmouth Circuit Court Case Number CL25001599-00.

<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Tillage, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened were heard, discussed, or considered in the
<br />closed meeting just concluded by the City Council.
