<br />At a Called Meeting of the City Council on Monday, July 7, 2025, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., *Yolanda E. Thomas, Deputy
<br />City Manager Dr. Gregory M. Coleman, City Attorney Lavonda Graham-Williams.

<br />25 - 189 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />

<br />Conference Room, 801 Crawford Street, 5:30 p.m., Monday, July 7, 2025, for the purpose
<br />of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />

<br />Portsmouth Port & Industrial Commission Members Present:
<br />Angelia Allen, Chair
<br />Arnette McSwain, Treasurer

<br />25 - 190 - The following item was discussed in Public Work Session:
<br />
<br />1. Joint Meeting with Portsmouth Port & Industrial Commission – Angelia Allen, Chair
<br />
<br /> Vice Mayor Moody asked for the percentage of the estimated 180,000 jobs that
<br />would go to Portsmouth residents, and the salary ranges for said jobs. Ms. Allen
<br />stated that she would report back with the requested information.
<br />
<br /> Vice Mayor Moody asked for a cost estimate for modifications needed for the
<br />seawall to accommodate the increase of docking for cruise ships. Deputy City
<br />Manager Coleman stated he would report back with the requested information.
<br />
<br />25 – 191 - Motion by Mr. Moody, and seconded by Mr. Tillage, to go into a closed meeting
<br />pursuant to Virginia Code subsection 2.2-3711(A.7) for the purpose of consultation with
<br />legal counsel pertaining to actual or probable litigation, where such consultation in open
<br />meeting would adversely affect the negotiating or litigating posture of the public body,
<br />specifically regarding City of Portsmouth v. Griff’s Restaurant and Sports Lounge and JDF
<br />Holdings, LLC (Portsmouth Circuit Court Case Number CL25001466-00) and City of
<br />Portsmouth v. Swinson Restaurant Group, et al. (Portsmouth Circuit Court Case Number
<br />CL25001599-00).

<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Tillage, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened were heard, discussed, or considered in the
<br />closed meeting just concluded by the City Council.

<br />The motion was adopted by the following vote:
