<br />At a Called Meeting of the City Council on Tuesday, March 25, 2025, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.

<br />25 - 82 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />

<br /> "Please attend a called meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 25, 2025, for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />25 - 83 - The following items were discussed in Public Work Session:
<br />
<br />1. Hampton Roads Alliance and Office of Local Defense Community Cooperation
<br /> (OLDCC) Resiliency Study - J. D. Hines, PE, ENV SP, VHB / Bryce Corlett, PhD,
<br /> PE, ENV SP, VHB
<br />
<br />2. Portsmouth Police Department (PPD) Public Safety Report - Chief Stephen Jenkins
<br /> Councilman Moody asked for data on the success (tickets written) of the red-light
<br />˗
<br />cameras as well as the school bus cameras.
<br /> Councilman Dodson asked if the retirement and retention proposal could be added
<br />˗
<br />to the legislative agenda. He also asked for an update on police response time.
<br /> Councilman Tillage asked for the total amount for proposed bonuses. He also
<br />˗
<br />asked what the contingency would be for officers to receive bonus.
<br />
<br />There was a consensus of City Council to bring back a resolution to discuss providing
<br />retention bonuses to officers as part of the FY2025 budget.
<br />
<br />25 - 84 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting
<br />pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of consultation with
<br />legal counsel employed by the public body regarding specific legal matters requiring the
<br />provision of legal advice by such counsel, specifically regarding the Southeastern Public
<br />Service Authority.

<br />The motion to go into closed meeting was adopted by the following vote:

<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None
<br />
<br />Motion Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code Section
<br />2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting requirements
<br />under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the Closed
<br />Meeting was convened were heard, discussed, or considered in the closed meeting
<br />just concluded by the City Council.
