<br /> <br />February 11, 2025 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 11, 2025, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., *Yolanda E. Thomas, City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />25 - 45 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 11, 2025, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> <br /> City Manager Carter introduced Michelle Bradstock, Behavioral Healthcare Director. <br /> <br />25 - 46 - The following items were discussed in Public Work Session: <br /> <br />1. Main Street City Council Resolution - Michelle Wren, Portsmouth Partnership <br /> Councilman Dodson asked that Ms. Wren coordinate with City Manager Carter to <br />˗ <br />provide updates on the progress of the project. <br /> <br />2. Hampton Roads Planning District Commission (HRPDC) Economic Forecasts - Greg <br /> Grootendorst, Deputy Executive Director, HRPDC / Nicki Johnson, Regional <br /> Economist, HRPDC <br /> <br />3. City Council Liaison Reports <br /> Councilman Hugel - <br />˗ <br /> <br /> Crime and Gun Violence Taskforce update. Next meeting is March 3, 2025, at <br />6 p.m. <br /> <br /> Resiliency Study discussion update. <br /> Councilwoman Bryant - <br />˗ <br /> <br /> Parks and Recreation Commission update. <br /> <br /> Behavioral Healthcare Board meeting update. <br /> Councilman Dodson - <br />˗ <br /> <br /> Supplemental Retirement Board meeting update. <br /> Mayor Glover - <br />˗ <br /> <br /> Mayor’s Institute on City Design Program update. <br /> <br />25 - 47 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed by the public body regarding specific legal <br />matters requiring the provision of legal advice by such counsel, specifically regarding the <br />Port of Virginia; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of <br />discussing the City Manager’s contract. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />Motion Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code Section <br />2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br /> <br /> <br />
