February 11, 2025 At a Called Meeting of the City Council on Tuesday, February 11, 2025, there were present: Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L. Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., *Yolanda E. Thomas, City Manager Steven Carter, City Attorney Lavonda Graham-Williams. 25 - 45 - Mayor Glover called the meeting to order and welcomed all in attendance. "Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 11, 2025, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor."  City Manager Carter introduced Michelle Bradstock, Behavioral Healthcare Director. 25 - 46 - The following items were discussed in Public Work Session: 1. Main Street City Council Resolution - Michelle Wren, Portsmouth Partnership Councilman Dodson asked that Ms. Wren coordinate with City Manager Carter to ˗ provide updates on the progress of the project. 2. Hampton Roads Planning District Commission (HRPDC) Economic Forecasts - Greg Grootendorst, Deputy Executive Director, HRPDC / Nicki Johnson, Regional Economist, HRPDC 3. City Council Liaison Reports Councilman Hugel - ˗  Crime and Gun Violence Taskforce update. Next meeting is March 3, 2025, at 6 p.m.  Resiliency Study discussion update. Councilwoman Bryant - ˗  Parks and Recreation Commission update.  Behavioral Healthcare Board meeting update. Councilman Dodson - ˗  Supplemental Retirement Board meeting update. Mayor Glover - ˗  Mayor’s Institute on City Design Program update. 25 - 47 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting: (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of consultation with legal counsel employed by the public body regarding specific legal matters requiring the provision of legal advice by such counsel, specifically regarding the Port of Virginia; and (B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of discussing the City Manager’s contract.
