December 14, 2021 At a Called Meeting of the City Council on Tuesday, December 14, 2021, there were present: Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. 21 - 373 - Mayor Glover called the meeting to order and welcomed all in attendance. " Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, December 14, 2021, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 21 - 374 - The following items were discussed in Public Work Session: 1. Portsmouth Broadband Authority Update - Daniel Jones, Chief Information Officer 2. FY2021 Annual Audit and Financial Report Update - Aires Coleman, CPA, Engagement Director, CliftonLarsonAllen, LLC 3. City Manager’s Report Overview/Report Backs - Angel Jones, City Manager 4. City Council Liaison Report Mayor Glover - -  Hampton Roads Transit board meeting update. Councilman Battle - -  Christmas toys give away. Councilman Whitaker - -  January 6, 2022, School Board liaison meeting. 21 - 375 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed meeting pursuant to: (A) Virginia Code subsection 2.2-3711(A)(1) for the purpose of discussing or considering an appointment to the position of City Attorney; and (B) Virginia Code subsection 2.2-3711(A)(7) for the purpose of consultation with legal counsel employed or retained by the City regarding specific legal matters requiring the provision of legal advice by such counsel, specifically regarding conflicts of interest. The motion was adopted by the following vote: Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council.
