<br />At a Called Meeting of the City Council on Tuesday, August 10, 2021, there were  
<br />present:   
<br />  
<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa  
<br />L. Lucas-Burke, *Dr. Mark M. Whitaker, *Paul J. Battle, Christopher L. Woodard, Jr., City  
<br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg.  
<br />  
<br />21 - 239 - Mayor Glover called the meeting to order and welcomed all in attendance.  
<br />       
<br /> " Please attend a called meeting of the City Council to be held in the City Council  
<br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, August 10, 2021, for the purpose of  
<br />a Public Work Session.  
<br />  
<br /> In addition, you may consider a motion to go into a Closed Meeting.  
<br />       
<br />By order of the Mayor."   
<br />  
<br />21 - 240 - Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to go into a closed  
<br />meeting:  
<br />  
<br /> (A)  pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of  
<br />discussion, consideration, or interviews of prospective candidates for employment,  
<br />specifically regarding the position of City Assessor; and  
<br />  
<br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of  
<br />consultation with legal counsel employed by the City regarding specific legal matters  
<br />requiring the provision of advice by such counsel, specifically regarding the Virginia  
<br />Opioid Abatement Fund and Settlement Allocation Memorandum of Understanding.  
<br />  
<br />The motion was adopted by the following vote:

<br />Ayes:   Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover  
<br />Nays:   None  
<br />  
<br />Motion Mr. Barnes, and seconded by Ms. Lucas-Burke, pursuant to Virginia Code  
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:   
<br />  
<br />1. Only public business matters lawfully exempted from open meeting  
<br />requirements under the Virginia Freedom of Information Act, and  
<br />  
<br />2. Only such public business matters as were identified in the motion by which the  
<br />Closed Meeting was convened were heard, discussed, or considered in the  
<br />closed meeting just concluded by the City Council.

<br />21 - 241 - The following items were discussed in Public Work Session:  
<br />  
<br />1.  Crime Strategies - Mimi Terry, Chief Financial Officer  
<br /> 
<br /> Vice Mayor Barnes asked that $3 million of the American Rescue Act Funds be  
<br />set aside for Portsmouth nonprofits that work directly with the youth to prevent  
<br />violence.   
<br />  
<br />2.  Sports Fields and Programs - James Wright, City Engineer  
<br /> 
<br /> Councilman Moody asked that there be an assessment of the Churchland baseball  
<br />fields and tennis courts.
