<br />December 12, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, December 12, 2017, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Dr. Mark <br />M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 530 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, December 12, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 531 - The following items were discussed in Public Work Session: <br /> <br />1. Virginia Department of Transportation (VDOT) / Toll Relief - Grindly Johnson, Deputy <br />Secretary of Transportation <br /> <br />2. City Manager Report/Report Backs - Dr. Patton, City Manager <br /> <br />3. Franchise 4G/5G Small Cell Facilities Grant - Solomon Ashby, City Attorney <br /> <br /> Mayor Rowe asked that Dr. Patton, City Manager, come back with a briefing on <br />Net Neutrality and how it relates to the Federal Communications Commission <br />(FCC) current regulations and what is being considered to be promulgated. <br /> <br /> <br /> Dr. Patton, City Manager reported on the following items: <br /> <br />-Update on recycling bid being awarded to Recycling and Disposal Solutions <br />(RDS). <br /> <br />-Consulting awarded to Thomas Miller and Associated to facilitate various <br />components of Poverty Task Force. <br /> <br />-Update on Magistrate moving into new office. <br /> <br /> Dr. Whitaker asked for an update on the scale at the Craney Island Landfill and if <br /> <br />there was still language in the contract to RDS allowing for dumping at this site. <br /> <br /> <br /> Dr. Patton, City Manager, informed City Council she would provide an update by <br />email. <br /> <br />4. Council Liaison Reports - <br />- Councilman Moody - <br /> <br /> Personnel Committee meeting update. <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Planning Commission update. <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br />-Mayor Rowe - <br /> <br /> Update on meeting with F. Blair Wimbush, Virginia Port Authority <br />representative. <br /> <br /> Hampton Roads Transportation Planning Organization (HRTPO) meeting <br />update. <br /> <br />17 - 532 - Motion by Ms. Lucas-Burke, and seconded by Mr. Cherry, go into closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering prospective candidates for and appointees to boards and commissions. <br /> <br /> The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
