Julv 14. 2009 At a Called Meeting of the City Council on Tuesday, July 14, 2009 there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Deputy City Manager Paul Holt, City Attorney G. Timothy Oksman. 09 - 359 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 14, 2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 360 - The following items were discussed in Public Work Session: 1. Loop Promotional Program - Kristen Wells, Marketing Strategies, Seventh Point, Inc. I Gene Cavasos, Director of Marketing and Advertising, Hampton Roads Transit 2. Proposed updates to the City's Floodplain Ordinance and Chesapeake Bay Preservation Act Ordinance - Fred Brusso, Special Projects Administrator 3. Police Department Update to various issues - Captain Sean Dunn 4. Cavalier Manor Swimming Pool Funding Update - Paul Holt, Deputy City Manager 5. City Council Liaison Reports Councilman Douglas Smith - . Provided an update on the Metropolitan Planning Organization (MPO). 09 - 361 - Motion by Mr. Heretick and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss appointments by Council. The subject matter of the meeting is to discuss appointments to boards and commissions. The purpose of the meeting is to permit confidential discussion of candidates for appointment. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Ms. Psi mas, and seconded by Mr. Smith, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
