177 <br /> <br />At a regular meeting of the City Council, held on October 14th, 1958, there were present <br /> <br />B.W. Baker, A.C. Bartlett, W.R. Breedlove, R. Bo Seward, R. Irvine Smith, <br />·George R. Walker, H. Earl~eiseman, A.P. Johnson,Jr~, City Manager, and <br />J.S.Livesay, City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Bartlett. <br /> <br /> Minutes of regular meeting of September 30th, 1958 and called meeting of October 7th, <br />1958, were read and approved. <br /> <br />The following reports from the City Manager were readg <br /> <br /> 58-309 - "The Portsmouth Area Council of Garden Clubs has requested the privilege of the <br />fl~oor with reference no the employment by the City of a horticulturist. <br /> I wish to advise the Council that there are no funds available in the current <br />budget for the creation o£ this position. I do recommend that the privilege of the floor be granted." <br /> <br /> On motion of Mt. Smith, the privilege of the floor was granted any interested persons who <br /> <br />wished to s~peak. <br /> <br />The following spoke, supporting the request for a horticulturist for the City: <br />Mrs. Roderick Triplett, Mrs. Clyde Rawls and Mrs. Ralph Stokes <br /> <br /> Motion of Mr. Smith that the matter be referred to the Mayor and City Manager for consi- <br />deration, was adopted. <br /> <br /> 58-310 - "I have investigated the complaint from the Norfolk County Board of Supervisors <br />concerning fire at the City dump on Route #58. <br /> The Department of Public Works advises me that it has been their policy to bun <br />and dispose of tree limbs, shrubber, logs and stumps on Wednesdays and Saturdays, but on no occasion are fires <br />lighted or increased when the wind is in a northerly tangent. <br /> There is located in this general area another dump which is used for the dis - <br />posal of trash and garbage of Norfolk County citizens. They also have fires burning on this dump at times. I hay, <br />requested the Public Works Department To keep these fires to s minimum and in no case burn when the wind is blow. <br />lng in a northerly direction." <br /> <br /> Motion of Mr. walker that the City Manager's recommendation be received and that this in- <br />formation be forwarded to the Norfolk County Board of Supervisors was adopted. <br /> <br /> 58-311 - "I am submitting a letter from ~t~e Planning Commission regarding recommendation <br />made concerning the Federal Interstate Route No. 64 from Bowers Hill to the Norfolk-Portsmouth Bridge Tunnel. Thi <br />was submitted at a previous mee~in~ but the Council did no~ ~ake any action. <br /> I recommend that the Council consider these recommendations from the Planning <br />Commission and refer them ~o t~e City ~Mana get in order that they may be submitted to the State Highway Depart - <br />merit for consideration." <br /> <br /> Motion of Mr. Weiaeman that the Council concur in the Manager's recommendatiomand that <br />th~se recommendations be submitted through ~he City Manager to the Highway Department, was adopted, and by the <br />following vote: <br /> <br /> Ayes: Baker, Bartlett, Seward, Smith, Weiseman <br /> Nays: Breedlov% Walker <br /> <br /> 58-312 - "I am submitting the attached ordinance to change the flow of traffic on Colum <br />bia Street between Crawford and Cou~t Streets. At the present time Columbia Street is one-way going west. This <br />has created a problem in the vicinity of the market. Dnder the present conditions, the market can not be <br />reached from any direction other than Crawford Street. I recommend that this ordinance be placed on first readin <br /> <br /> Mot~O~ of Mr. Breedlove to suspend the rules t o hear from interested persons,was adopted. <br /> Mr~ L.B. Parks spoke in favor of the ordinance. <br /> <br /> On mdt ion of Mr. WeiSeman, the following ordinance was placed on first reading: <br /> <br />"AN ORDINANCE TO AMEND SECTION 30-142.4 of the Code of the City of Portsmouth, <br />1951, qtELATING TO ONE-wAY TRAFFIC ON CERTAIN PORTIONS OF COLUMBIA STREET" <br /> <br /> 58-313 - "t recommend that an appropriation in the'amount of $7,000.00 be placed on <br />first reading. This is necessary to pay the Court reporters in the recent annexation case of the City of Ports - <br />mouth vs. Norfolk County and also to pay ~he engineering firm of Hayes, Seay,.Mattern and Mattern, Consulting <br />Engineers in the recent annexation case." <br /> <br /> ~On motion Of Mr. Bartlett, an appropriati~a of $7,000.00 for said purpose was placed on <br />~first reading. <br /> 58-314 - "I am submitting herewith a copy of the Supplemental report on real estate and <br /> personal property taxes by the firm of F.B. Hill and Company, auditors, This is a supplement to the 1957-58 <br /> audit." <br /> Motion of ~r; Weiseman that the report'be received and accorded the Council's attention, <br /> was adopted. <br /> <br /> 58-315 - "It is in order at this time to hear from the City Attorney concerning autho- <br />rization to sign an agreement with the Community Motor Bus Company for the payment of current and delinquent <br />franchise taxes due the City." <br /> "Pursuant to your instructions, smit was brought against Community Motor Bus <br /> Company tocollect delinquent gross receipts taxes, but these proceedings have not as yet been concluded. <br /> <br /> <br />
