Johnson, 308 Robin Road, representing citizEnS in favor of tnaffic light <br />at Hodges Ferry Road and Portsmouth Boulevard, requesting traffic light to be turned on and <br />presented petition as follows: <br /> <br />"The citizens of Portsmouth that live in and transit the area of Portsmouth Boulevard <br />and Hodges Ferry Road respectfully request that the traffic lights at tke above inter- <br />section be turned on. The city has gone to the expense of installing the poles, wiring <br />and the control box. The city council now refuses to install the heads and turn them <br />on. This shows a complete disregard for the safety of our citizens that use this in- <br />tersection and for our school children that attend Hodges Manor Elementary School and <br />Central Bapti~Church School and the others that are forced to be bussed through this <br /> <br />City Council recently voted many thousands of dollars <br />refuses to turn on the traffic lights. If you are in <br />please sign this and let your voice be heard. Hargrove, <br /> <br /> 78-354 On motion of Mr. Holley and seconded by Mr. Barnes, the following <br />adopted, and by the following vote: <br /> <br /> VA RESOLUTION REAFFI~4ING SUPPORT OF THE CITY FOR THE CONSTRUCTION AND <br /> OPERATION OF AN OIL REFINERY SUBJECT TO-THE CONDITION AND COMPLIANCE WITH <br /> ALL LAWS AND REGULATIONS OF THE FEDERAL~ STATE AND MUNICIPAL GOVERNMENTS <br /> PROTECTING THE ENVIROnmENT. <br /> <br />er) <br /> <br />the City of Portsmouth should share P.C.I.'s congratulatio <br />III, A.I.A., Service Hargrove Brockwell, LTD, Consultants.' <br /> <br /> WHEREAS, the Army Corps of Engineers are evaluating an application for <br />by the Hampton Roads Energy Company; and <br /> <br /> ~WHEREAS,~the permit process through various regulatory agencies of the <br />Government has taken four (4) years; and <br /> <br />resolution was <br /> <br />a dredging permit <br />Federal and State <br /> <br /> WHEREAS, based upon the various studies made this Council has reached the following <br />conclusion concerning the construction and operation of the proposed Hampton Roads Energy <br />Company's oil refinery in this City: <br /> <br /> (1) The project can be built and constructed while protecting the environment. <br /> (2) The project will increase the City's tax base as well as being an economic <br /> boost to Tidewater and the Commonwealth. <br /> (3) Other industrial development will occur in the Tidewater area. <br /> (4) The ports will benefit economically. <br /> (5) The national defense will be enhanced with a greater oil refining capacity. <br /> (6) The refinery will effect favorably the national energy policy. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />it reaffirms its support for the construction and operation in the City of an oil refinery <br />subject to the condition and compliance with all laws and regulations of the Federal, State <br />and Municipal Governments protecting the environment. <br /> <br /> IT FURTHER RESOLVES that a copy of this Resolution be forwarded to Lieutenant General <br />J. W. Morris, Chief of Engineers of the Army Corps of Engineers and to all appropriate Federal <br />State and Municipal Officials." <br /> <br /> Ayes: Barnes, Early, Elliott, Gray, Holley, Davis' <br /> Nays: None <br /> ' Abstaining: Oast <br /> <br /> 78-355 - Motion of Mr. Barnes and seconded hM Mr. Oast, t~ go into.the election of member~ <br /> to Boards and Commissions, was adopted by unanimous vote. <br /> <br /> Mr.'Holley nominated the following: <br /> <br /> Emergency Medical Services Advisory Commission <br /> <br /> Francis J. Greaney to be appointed to fill an unexpired term created by the resignation <br /> of Tony A. Grillo, term ending July 31, 1980. <br /> <br />Redevelopment & Housing Authority <br /> <br /> William H. Oast, III to be appointed to fill an unexpired term created by the resignation <br />of J. Robert Gray, term ending September l, 1980;'Rev. Ben A. Beamer to be appointed for a <br />term of four years, expiring September 1, 1982. <br /> <br /> <br />
