<br />At a regular meeting of the City Council, held on October 24, 1978, there were present:

<br />prayer, followed by the Pledge of Allegiance to the Flag.

<br /> Mayor Davis welcomed all visitors in attendance.

<br /> Motion of Mr. Barnes and seconded by Mr. Gray, the minutes of the Public Hearing of
<br />October 9, 1978; minutes of the regular meeting of October 10, 1978, to be approved as
<br />received, and was adopted by unanimous vote.

<br />were very appreciative of your kind remarks regarding the shipyard.

<br /> The Navy Birthday celebration was a gala event that was well planned and organized
<br />(if lightly attended). I hope you enjoyed yourself at the event and gained some useful
<br />insights into the United States Navy's technology and the shipyard's skills. One display
<br />that demonstrated our pipefitters' craftsmanship produced artistic metal flowers, which were
<br />a big hit with the attendees. I am sending ene of those flowers for you and Mrs. Davis as
<br />a memento of your participation in this event. The other metallic flowers (made by volunteers
<br />after regular working hours) are for each member of the City Council in appreciation of their

<br />(a) "'A RESOLUTION GRANTING A USE PERMIT TO OPERATE A REMOTE PARKING FACILITY FOR
<br /> THE PORTSMOUTH PSYCHIATRIC CENTER, INC. BETWEEN BLAIR AND ANN STREET (UP-78-4).
<br />
<br /> WHEREAS, Portsmouth Psychiatric Center, Inc. has made application pursuant to Section
<br />40-78(b) of the Code of the City of Portsmouth, Virginia, 1973 as amended for the granting
<br />of a use permit as hereinafter described; and ' '
<br />
<br /> WHEREAS, the Portsmouth Psychiatric Center, Inc., pursuant to UP-71-6 and UP-76-3, have
<br />operated a Psychiatriz Hospital and parking facility in the area of Crawford Parkway and Fort
<br />Lane; and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things required to be
<br />done in connection with said application and the Planning Commission has recommended the
<br />granting of said use permit on condition.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />(a) That the use for which the use permit hereinafter described is sought;
<br />
<br /> (i) Will not adversely affect the health and safety of persons residing or working
<br />in the neighborhood of the proposed use;
<br />
<br /> (2) Will not be detrimenta] to the public welfare or injurious to property or improve
<br />m~nts, in ~he neighborhood; and
<br />
<br />(3) Will be in accord with the purposes of the Zoning Chapter of the City Code.
<br />
<br /> (b) The City of Portsmouth is hereby granting a use permit pursuant
<br />of the City Code to operate a remote parking facility for the Psychiatric
<br />ing facility is described as follows:
