<br />78-¢42 R.F. Robbins, 83 Wyoming Avenue, presented the following statement:

<br /> "I am before you tonight in behalf of the Central Mid-City Civic League. On October 24,
<br />1978 by request of the League's Educational Committee, I submitted an address~"to you. This
<br />address alledged that the School Board and it's Administrators have perpetrated various impro-
<br />prieties during the course of the past few years. These allegations range from dereliction
<br />of duties to aitempts to coerce other boards and commissions. In fact, you were reminded that
<br />this School Board has attempted to dictate city policy, development and finances by thinly
<br />disguised threats to City Council. At that October 24th meeting a copy of the address was
<br />referred ~ the. City Manager for a report. Later in the meeting, Mr. Mike Riley, also of
<br />this commfttee, requested that no further funding be made to the School Board until it is
<br />determined that present funds are being expended legally. Council then tabled a request for
<br />funds from the School Board.

<br /> At the November 7, 1978 Council meeting, this committee furnished you ~ith an information
<br />packet to aid the City Manager and Council Members in their investigation of the School Board
<br />and it's administration. My purpeA¢before you tonight is simply to ask when we might expect

<br /> 78-443 Rev. H. A. Hunderup, Jr., Chairman, Portsmouth Police Chaplains' Bureau, reques
<br />to speak befores'Council:

<br /> "In the course of pursuing the Portsmouth Police Chaplains' Bureau decision to raise the
<br />necessary money to purchase~a new, properly equipped car for the Chaplains' Bureau I solicited
<br />our church insurance agent, Mr. Charles Mason, and he made a contribution to the fund. Each t
<br />I have seen him since then he has a~ked how the fund was coming along. Learning of our diffi-
<br />culty in raising the needed money, he made some contract and faced the same reaction the
<br />chaplains have received, namely the question,"Why doesn't the City provide the car?" This led
<br />him to ask if our bureau had ~kt~dthe City and I advised him it had been on the requisition
<br />I~st for new vehicles for the police department for at least the last two years but so far no
<br />such car has been provided. The car we have was donated to the City and had over 100,000
<br />miles on it at the time. It is better than nothing, but not much better.
<br />
<br /> Mr. Mason suggested I request permission to address the City Council on this matter at
<br />its meeting on Tuesday, December 12, 1978, to give '~h~e~ first hand information and answer any
<br />questions the council has about the Portsmouth Police Chaplains'Bureau. Would you be so kind
<br />as to include me on the agenda for this purpose?

<br /> Rev. Hunderup spoke concerning the above matter and requested that another car is needed
<br />for the. Chaplains' Bureau which may be in a better opera'ting condition.

<br /> 78-444 - On motion of Mr. east and seconded by Mr. Barnes, the follswing resolution was
