<br />At a regular meeting of the City Council. held on Decemher 12, 1978, there were present:

<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />J. Robert Gray, James W. Holley, Edward L. Oast, Jr., Robert T. Williams, City
<br />Manager, Stev~n Lieber~an, Assistant Gity Attorney.

<br /> Rev. Ruth M. Mayhall, Pastor Wright Memorial United Methodist Church, opened the meeting
<br />with prayer, £ollowed by the Pledge of Allegiance to the Flag. Mayor Davis welcomed all visitors in attendance.
<br /> Motion of Mr. Barnes and seconded by Mr. Gray, the minutes of the called meeting of
<br />November 21, 1978; minutes of the regular meeting of November 21, 1978, to be approved as
<br />received, was adopted by unanimous vote.
<br />
<br /> 78-428(a)-Mayor Davis presented a pape~eei§ht to Phi!lip K!nzer, Troop #215,
<br />having attained the rank of Eagle Scout, BOy Scnuts of America.
<br />
<br /> 78-428(b)-Lee Cobb, Director of Economic Development, introduced O'Neal Taylor, Vice Chair,-
<br />man, Portsmouth Citizens Committee for Economic Development and Ms. Viola Harries, Chairpersor
<br />Norfolk Citizens Committee (Norfolk-Portsmouth Citizens Committee for Economic Development).
<br />Mr. Taylor made a presentation of report on "Industrial Location Study" conducted by the firm
<br />of Vismor, McGill & Bell, Inc., for the Norfolk-Portsmouth Citizens for Economic Development,
<br />and presented Council with a copy.
<br />
<br /> Mayor Davis expressed the Council's gratitude and appreciation to Mr. Taylor and Ms.
<br />Harries for the splendor work in bringing this program as far forward as they had.

<br /> 78-412 The following ordinance approved on first reading at the regular meeting of
<br />November 21, 1978, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $21,500 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE P~£HASE OF LAND FOR PUBLIC AND EDUCATIONAL PURPOSES."

<br /> On motion of Mr. Barnes and seconded by Mr. Holley, the ordinance was adopted, and by

<br />CITY LIMITS ON THE WEST TO THE SOUTHERN TERMINAL AT BR~AD STREET."

<br />FUND FOR THE EMERGENCY MEDICAL SERVICE (AMBULANCE) CONTRACT.'

<br /> 78-371 The following ordinance deferred from the regular meeting of October 24, 1978,

<br />
<br /> Robert Sondej, Attorney, representing Surry Associates, presented photograFh of
<br />properties in question and requested that Newport ~venue to be closed.
<br />
<br /> Dr. Joseph W. Isaac, 2221 High Street, spoke against closing of Newport Avenue as his
<br />office would be very limited for space.
<br />
