<br />COAST LINE RAILROAD COMPANY PERMITTING THE CITY TO LOCATE SEWER LINES ON THE
<br />PROPERTY OF THE RAILROAD.

<br /> WHEREAS, the Public Utility Department desires to locate certain sewage lines on the
<br />property of Seaboard Coast Line Railroad Company in connection with the Laigh Road-Ballard
<br />Avenue Project; and
<br />
<br /> WHEREAS, Seaboard Coast Line Railorad Company has authorized the City to locate, construc
<br />and maintain such lines on its property.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the City Manager be, and he hereby is, authorized
<br />to sign an agreement with Seaboard Coast Line Railroad Company pe~mi~iMg the City to locate
<br />sewer lines on the property of the Railroad."

<br />and the traffic signal controller. A copy of the agreement as well as

<br /> 79-153 - Johnny M. Clemons, 5805 Dunkirk Street, made the following presentation, repre-
<br />senting the Ebony Heights Civic League:
<br />
<br /> "We are here to address the council with the problem of drainage in Ebony Heights. The
<br />~:I'66'~ ~st~P~ ~g~ will close in this community from the North, preventing further
<br /> growyh, nevertheless, adding to our drainage problem. Our community and our Civic League are
<br /> gregtl~ concerned with the additional demands put on our poorly existing drainage system.
<br />
<br /> This community has large open ditches that are at least 6 feet high in some places, and
<br />have been that way £or over 75 years. You may ask, why complain now? Simply this, the open
<br />pits are the homes of many snakes and when these ditches overf~il, the snakes come up into the
<br />yards, along with trash and debris and often find thei~ way into the homes of the residents.
<br />With the additional overflow from the Western Freeway, these occurrences would be more frequen~
<br />The proposed 1664 is almost underway in our area, and the residents of Ebony Heights see an
<br />urgent need for our city to improve existing drainage for this community.
<br />
<br /> Our needs are b~sfc~ The health and safety of our families are involved. The lives and
<br />safety of our children are at stake. Gentlemen, Ebony Heights Civic League hereby appeals in
<br />writing to the City Council of Portsmouth this 24th day of April, 1979, to eliminate these
<br />dangerous open ditches that house snakes and reptiles of all kinds, shapes and sizes."

<br /> 79-154 Thomas D. Roper, 3740 Linnet Lane, spoke in support of dma~nage improvements
<br />in the Ebony Heights area, also Academy Park, and presented chart of rari~us areas.
<br />
<br /> 79-155 - Mrs. C. C. Sawyer, 11 Greenland Boulevard, representing residents of 1st block
<br />of Greenland Boulevard, spoke concerning dra.inage problem in the lst.bloc~ of Greenland Boule-
<br />vard; that large trucks using the street causes the houses to vibrate from hitting the dip
<br />in the street; and ther~fdre~ requested the dip to be corrected, or erect sign to warn "No
<br />Thru Trucks"
