Brewer Moore, 308 Bobby Jones Drive, spoke on the image of Portsmouth. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to waive the rules of <br />order to allow Mr. Cummings an additional two minutes to speak, and was adopted by <br />unanimous vote. <br /> <br />3.
