222 <br /> <br />May 22, 1979 <br /> <br />Ayes: Barnes, Elliott, Holley, Gray <br />Nayes: None <br /> <br /> ~79-190 - Motion by Mr. Gray and seconded by Mr. Barnes to suspend <br />Mr. Frank ~. ~rby, C~irman of the Mayor's Committee for the Handicapped <br />adopted unanimously. <br /> ~r~. ~Kirby presented the following letter: <br /> <br />the rules to allow <br />to speak~ and was <br /> <br /> The members of the Mayor's Committee for the Handicapped are sure that you are aware of <br />the importance of a reasonable number of designated parking spaces designated for the severely <br />handicapped. There are a number of such spaces in the City, properly designated by signs. <br /> However, the practical fact is that these spaces are regularly used by the non-severely <br />handicapped, th~s~defea~ing this important effort. <br /> <br /> By unanimous action, the Mayor's Committee requests the C~ty to: <br /> <br /> 1.. Pass an ordinag~increasing the fine for illegal parking in handicapped designated <br />spaces to $25.00, including privately owned areas such as shopping centers. <br /> <br />2. Direct the Portsmouth Police Department to strictly enforce handicapped parking. <br /> <br /> 3. Cau~e. handi~app~parking spaces to be marked in blue and white street and curb <br />paint. <br /> <br /> The Mayor's Committee very much appreciates the cooperative attitude of the City in <br />involving the seriously handicapped, and we hope you will be able to address the matter <br />of the blatent abuse of handicapped parking. <br /> <br />matter~ <br /> <br />Sincerely, <br /> <br /> Frank L.
