220 <br /> <br />May 22, 1979 <br /> <br />At a regular meeting of the City Council held on May 22, 1979, there were present: <br /> <br />Jack P. Barnes, Archie Elliott, Jr., J. Robert Gray, James W. Holley, III, <br />Robert T. Williams, City Manager, Gordon B. Tay~e, Jr., City Attorney. <br /> <br />Absent: Richard J. Davis, E. Saunders Early, Jr. Edward L. Oast, Jr. <br /> <br /> Vice Mayor Holley presided in the absence of Mayor Davis, and welcomed all visitors <br />in attendance. <br /> <br /> Councilman Gray opened the meeting with a prayer, followed by the Pledge of Allegiance <br />to the Flag. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, <br />and minutes of the regular meeting of May 8, 1979, <br />by unanimous vote. <br /> <br />minutes of called meeting of May 8, 1979 <br />be approved as received, and was adopted <br /> <br /> 79-186 Vice Mayor Holley presented a proclamation ~o Rev. Larry Schmidt, representing <br />the Family Life Education Committee of Portsmouth, proclaiming June 10-16, 1979 as "The <br />Week of the Child," by Mayor of Chesapeake, Norfolk, Portsmouth, and Virginia Beach. <br /> <br /> 79-187 Vice Mayor Holley presented a proclamation to E~ Ronald Boone, proclaiming <br />June as "Burglary Prevention Month." <br /> <br /> 79-188 Mr. S. DeLacy Stith, President of the Portsmouth Branch of N.A.A.C.P. presented <br />a proclamation to the City Council proclaiming the 24th Anniversary of the Brown v. Board of <br />Education decision. Mr. Stith also requested that the Vice Mayor and all those persons on <br />the City Council use their influence, on this occasion, to appoint a Special Task Force <br />and charge them with the responsibility of making a complete, thorough, and objective <br />investigation of each city department and agency to determine if there is full compliance <br />with all Civil Rights Acts, Equal Employment Opportunity Acts, of every Federal and State <br />fund that comes into this city, as well as the Equal Employment Act of the State of Virginia, <br />and the Affirmative Action Plan for the City of Portsmouth, as implemented by the City of <br />Portsmouth Personnel Department. This task force should report its findings to the City <br />Council in order to clear the record as to the City of Portsmouth's progress in this <br />particular area. <br /> <br /> Motion of Mr. Elliott and seconded by Mr. Barnes that this matter be referred to the <br />City Manager for some future report and request that the City Manager §end a copy of the <br />quarterly report now being sent to Mr. Elliott also be~sent To Mr. Stith, and by <br />dnknimous vote. <br /> <br /> 79-189 Vice Mayor Holley called the Joint Public Hearing of the Portsmouth Redevelop- <br />ment and Housing Authority and the Portsmouth City Council on Single Purpose Community <br />Development Grant to order. The following Commissioners of the Portsmouth Redevelopment <br />and Housing Authority were present: <br /> <br />Portsmouth Redevelopment & Housing Authority <br /> <br />Herbert K. Kay, Exec. <br />Mrs. Charles Downs <br /> <br />Director <br /> <br />Vice Mayor Holley offered the following remarks: <br /> <br /> "If. As each of you <br />~now~ this hearing h~s been c~a~led for ~ pmrp~se of providing interested individuals with <br />the opportunity ~o express their v~ews regarding a proposed pre-application for the Twin Pines <br />community of our city. This application has been prepared mn response to recent notification <br />from the Richmond Area Office of the Department of Housing and Urban Development that $151,000 <br />of additional Community Development Funds are available and would be awarded to a <br />locality within Virginia on a one-time competitive basis. Following a practice established <br />in 1975 for Community Development-related programs, tonight's hearing brings together members <br />of the City Council and the Board of Commissioners of the Portsmouth Redevelopment and Housing <br />Authority. This combined approach permits these two representative bodies to hear together <br />comments from all interested parties and individuals. <br /> <br /> The consideration of a preapplication for Communit) Development funds on behalf of the <br />Twin Pines neighborhood here tonight is an integral part of the Community Development <br />citizen participation process established in the city. Following the notification that these <br />funds were to be made available, City and Authority staff personnel contacted the Citizens <br />Advisory Committee and requested that a public hearing be conducted ~o permit citizens to <br />make recommendations for the utilization of these funds. Following the hearing and <br />th~ receipt of proposals from interested citizens, the CAC, with the assistance of City and <br />Authority s~aff, analyzed each proposal. The Chairman of the CAC, Mr. Edwin L. Ellis~ <br />has forwarded a letter, to me and members of the Council which I will quote in part. "The <br />CAC unanimously recommends to the City Council that an application be filed with HUD for <br />implementation of the Twin Pines proposal. It was felt that this was a project which could <br />be completed with a one-time Federal grant, that the City's other proposed improvements <br />.in Twin Pines would be protected by this project and most of the necessary planning for <br />this project had already been completed meaning that implementation could quickly begin.' <br /> <br /> <br />
