The City <br />has received $47,000 from EPA through the State Water Control Board as partial payment on the <br />design phases. This ordinance appropriates these funds~ The City Manager recommends adoptior <br />on first reading," <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $47,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />STAGE II PLANNING GRANT RELATIVE TO UPGRADING PINNERS POINT SEWAGE TREATMENT <br />PLANT." <br /> <br /> 79-208 - "Consideration of an ordinance on flrst reading to appropriate $40,000 from the <br />Capital Improvements Fund for architectural and engineering services for the Mount Hermon <br />Recreation Center. <br /> <br /> As part of the Mount Hermon Redevelopment and Conservation Project, the City has committe <br />as part of its public improvements to construct a recreation center in Mount Hermon. There <br />has previously been authorized from Revenue Sharing and G. O. Bonds a total of $350,000 for <br />this project. Due to the length of time required in relocating a junk yard from the proposed <br />recreation center site, we have not been able to begin this project. The funds authorized <br />in this appropriation will permit us to proceed with the final design of a modular recreation <br />center that will be used as a model for recreation centers that may be programmed in the <br />Capital Improvements Budget in future years. This appropriation will be funded from previousl <br />allocated Revenue Sharing funds. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: .r <br /> <br /> ORDINANCE TO APPROPRIATE $40,000.FROM THE CAPITAL IMPROVEMENT F~ND FOR <br />ARCHITECTURAL AND ENGINEERING SERVICES FOR THE MOUNT HERMON RECREATIONAL CENTER." <br /> <br /> 79-209 - "Consideration of an ordinance on first reading to appropriate $475,000 from <br />the Capital Improvements Fund for street improvements for Phase IV of the Mount Hermon <br />Redevelopment and Conservation Project. <br /> <br /> This appropriation will provide the funds necessary to complete the Phillips Avenue site <br /> improvements in Phase IV of the Mount HermonRedevelopment and Conservation Project. You will <br /> recall that we removed the water line and storm drainage portions and bid under a separate <br /> contract which is now near completion. The street improvements included in this bid wil'l com- <br />-~lete 'Phase IV of the Mount Hermon Redevelopment Project and commits the City's share of Phase <br /> IV. The City Manager recommends adoption on first reading." <br /> <br /> .On motion of Mr. Early and seconded by Mr. Barnes, the. following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $475,000 FROMm'THE CAPITAL IMPROVEMENT FUND FOR <br />STREET IMPROVEMENTS FOR PHASE IV FOR THE MOUNT HERMON REDEVELOPMENT PROJECT." <br /> <br />"Considerati~on of a motion to award bid to the lowest responsible bidder." <br /> <br /> Motion o,f Mr. Barnes and seconded by Mr. Gray, that the City Manager be authorized to <br />award bid to the lowest responsible bidder, and was adopted b~ unanimous vote. <br /> <br /> 79-210 - "Consideration of an ordinance on first reading to appropriate $12,500 for <br />drainage and street improvements at Potomac Avenue and Glasgow Street. <br /> <br /> Prior Capital Improvements Programs have authorized $60,000 in Revenue Sharing funds for <br />th:is:9~oject.~ :Tgi~'.~6~fation is being made from the prior authorization leaving a balance <br />Of~$47,B~0'h~'~h%r~W~d unappropriated. The additional design is due primarily to the <br />proposed use of the old Seaboard Coast Line Railroad right-of-way as part of the overall <br />project.
