259 <br /> <br />JUi 24, 1979 <br /> <br />At a regular meeting of the City Council held on July 24, 1979, there were present: <br /> <br />Richard J. Davis, Jack P. Barnes, Ben'A. Beamer, Sr., E. Saunders Early, Jr. <br />J. Robert Gray, James W. Holley, III, Edward L. Oast, Jr., Robert T. Williams, <br />City Manager, Gordon B. Tayloe, Jr., City Attorney. <br /> <br /> Rev. Cary Johnson, Pastor, Wesley Union AYE Zion Church, offered prayer, followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, the minutes of the called meeting of <br />July 10, 1979; minutes of the regular meeting of July 10, 1979, to be approved as received, <br />and was adopted by unanimous vote. <br /> <br /> 79-270 - Mayor Davis presented the following resolution to Judge Archie Elliott, Jr., <br />former City Councilman: <br /> <br /> "WHEREAS, Archie Elliott, Jr., has served as a City Councilman for five years (19741979); <br />and <br /> <br /> WHEREAS, he served with distinction as a Green Beret during a difficult time when America <br />was at war in Vietnam; and <br /> <br /> WHEREAS, Mr. Elliott served the zitizens of Portsmouth as an Assistant Commonwealth Attorn <br />prior to being elected to City Council; and <br /> <br /> WHEREAS, he has taken his duties seriously and has been conscientious in the exercise of <br />leadership as a representative of our citizens. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED bY the Council of the City of Portsmouth, Virginia, that by <br />his ability to bring forth issues and'ideas in a positive manner, he helped us to work ag a <br />team to overcome the tremendous challimges faced by our City. <br /> BE IT FURTHER RESOLVED that thislCouncil is extremely proud of his accomplishments and <br />extends sincere best wishes as he beg.ns his judgeship; <br /> <br /> BE IT FURTHER RESOLVED that a co~y of this resolution be presented to Mr. <br />and that it be made a part of the permanent ~ecords of the City Council." <br /> <br />Archie Elliott, <br /> <br />~y <br /> <br /> 79-271 Mayor ~Davis presented Certificates of Appreciation to ~Frs. <br />member of the Parks and Recreation Commission, and Linwood R. Clemons, P. O, Box 6251, representing Ebony Heights Civic League, stated he was <br />not opposed to the ordinance and requested that improvements to be made in the area to the <br />streets, and presented the following petition: <br /> <br /> <br />
