August 13, 1979 <br /> <br /> Tim Aikens, 825 Potomac Avenue, spoke concerning road conditions on Potomac Avenue. <br /> <br /> Ms. Velma Topping, 4618 South Street, representing Central Mid-City Civic League, <br />spoke regarding community center in the area, and the need for sidewalks as it is dangerous <br />for the children walking to and from school. <br /> <br /> · he following letter was received from Anne Hyde Long, Vice Chairman, <br />Qommittee: <br /> <br /> "On July 9, 1979, the Citizen's Advisory Committee sponsored a public <br />of 1980 Community Development Funds. The Committee subsequently met two <br />the requests for funds. <br /> <br />C%timens Advisory <br /> <br /> hearing on the use <br />times to discuss all <br /> <br /> We realize that many proposals may not be appropriate for Community Development Funds, <br />due to legal limitations on how those funds may be spent. This does not mean that projects <br />not eligible for CD funds are unworthy. However, we have tried to confine our recommendations <br />strictly to the use of CD funds in t980, except for several suggestions for further investiga- <br />tion of certain proposals. <br /> <br />Our recommendations ar~ summarized as follows: <br /> <br />Recommended for Funding with CD Funds <br /> <br />1. Hiring of one additional housing officer for concentration on rental <br /> housing in CD areas. <br />2. Request for $1,000 to supplement continued operation of the Multi- <br /> Ethnic Cultural Library. The CAC strongly supports this request for <br /> funds but also encourages the sponsoring organization to seek other <br /> sources of funding. <br /> <br /> In addition, the CAC recommends that s. everal proposals, although not recommended for <br />Community Development funding, be considered for alternative funding sources. <br /> <br />1. Support of conservation and public improwement requests of Truxtun <br />2. Bikeway along George Washington Highway. <br />3. Drainage, curbs, and gutters in Ebony Heights. <br />4. Curbs and gutters in North Truxtun. <br />5. Designation of Port Norfolk as a conservation area. <br /> <br />community. <br /> <br /> The remaining proposals were not recommended for CD funding for a number of reasons. <br />They are: <br /> <br />A. Project already funded by another source. <br /> <br />1. Youth Employability Program. <br />2. Drainage and sidewalks in 1100 block of Victory <br />3. Regional development of Sleepy Hole Park. <br /> <br />Boulevard. <br /> <br />B. Projects scheduled for future funding: present priority is acceptable. <br /> <br />1. Restoration of Alton Square and Parkways. <br />2. New vans and drivers for senior citizens and <br />S. Repaying of Florida Avenue. <br /> <br />handicapped. <br /> <br />C. Referred to various agencies for further study. <br /> <br />1. Creation of an agency for greater integratinn of the armed <br /> population into the community. <br />2. Recreation area at Hurst Park. <br />3. Backstop at Federally owned Franklin field. <br />4. Grant to rehabilitate home outside boundaries of Truxtun <br /> Conservation Area. <br /> <br />forces <br /> <br />D. Not desirable for City funding at this time. <br /> <br />1. Playparks at George Washington Park and Harris Road playground. <br />2. Use of Paradise Creek for boating and recreation. <br />3. Recreation complex at Cradock High and adjacent Williams Court <br /> tract. <br /> <br /> We made no recommendation to you on a proposal for further development at the St. Jutiens <br />recreation complex because City Council had already expressed official City concern to the <br />Federal Government. <br /> <br /> As always, the CAC appreciates the opportunity to <br />to various City programs.
