325 <br /> <br />November...13? 1979 <br /> <br /> The Commission has received, through the City, estimates that the rewiring and safety <br />standards upgrading will require appro×imately $22,500. Following the completion of this wori <br />the Colony will be available to the Community A~ts Center, the Commission and the citizens <br />of Portsmouth for a very reasonable amount of funding as a performing arts facility. Until <br />the Commission receives the commitment for the initial code upgrading, and some commitment <br />£or the future renovation for the theater, ~t is virtually impossible for the Arts Center to <br />use this facility and develop it as an integral part of the proposed Arts Center and Museum <br />Complex. <br /> <br /> The Arts are flourishing in Tidewater and the City of Portsmouth has a large part in thi~ <br />renaissance. Facilities for the performing arts, however, are still in short supply as evi- <br />denced by Virginia Beach's construction of a new.facility and Norfolk's renovation of an old <br />one. There is an increasing need for this tyFe of space, one that is suited to dance, theate: <br />music; a center that can house not only the performances of local, regional and touring group~ <br />but also house the carpentry shops, the rehearsal spaces, the administrative offices. The <br />Colony Theater has these spaces, and is more than suited for renovation. <br /> <br /> If the Colony Theater can not be renovated for sue by the City and the Arts Center, <br />then a search for another more suitable space should be undertaken. The Portsmouth Museum <br />and Fine Arts Commission feels the Colony Theater is an extremely important part of the City'~ <br />cultural development and downtown revitalization, and as such should be purchased outright <br />and renovation completed. <br /> <br /> The Commission respectfully requests the City Council appropriate suitable funds to <br />this end." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, the matter to be referred to the City <br />Manager, and was adopted by unanimous vote. <br /> <br /> 79-426 - On motion of Mr. Holley and seconde~ by Mr. Beamer, the following resolution <br />was adopted, and by the following vote: <br /> <br />"A RESOLUTION RESCHEDULING THE REGULAR MEETING OF THE CITY COUNCIL FROM <br />NOVEMBER 27, 1979, to NOVEMBER 20, 1979. <br /> <br /> WHEREAS, the National League of Cities is meeting from November 25th through November <br />28, 1979; and <br /> <br /> WHEREAS, said meeting as presently scheduled will conflict with the regularly scheduled <br />City Council meeting of November 27, 1979; and <br /> <br /> WHEREAS, it is the sense of this Council that the regularly scheduled meeting of the <br />City Council should be moved so as to permit Councilmen to attend the said meeting of the <br />National League of Cities. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the regularly scheduled Council meeting of November 27, 1979, is rescheduled for <br />November 20, 1979, at 7:30 P.
