333 <br /> <br />December 10, 1979 <br /> <br /> SOUTHAMPTON (PUD-72-3) has been inactive, save for a decision by its owners to substitute <br />a church site for several areas of land earmarked for residential development. This is a de- <br />parture from the basic scheme approved by City Council and raises the question of PUD plan <br />validity. Moreover, the Planning Commission concludes from extensive research and discussion <br />that the basic element of this PUD, TWIN PINES PARKWAY, is both economically and environmental <br />ly out of the question. ~herefore, the Planning Commission feels that City Council would be <br />justified in declaring SOUTHAMPTON PUD-72-3 as being null and void." <br /> <br /> R. S. Baldwin, 620 May Avenue, Norfolk, VA, representing Associated Churchland Investors, <br />spoke and requested that the Planned Unit Status be left as it is at this time and-until we <br />find.out ~hich way it will go; also stgted that he or his staff were not asked to be present <br />at the Planning Commission hearing. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, to concur with the recommendation of the <br />City Manager to be delayed until after the land use plan is received. <br /> <br /> Substitute motion of Mr. Barnes <br />Planning Commission and concur with <br />be notified and the City Attorney to <br />adopted by unanimous vote. <br /> <br />and seconded by Mr. Oast, to refer the matter back to the <br />the recommendation of the City Manager; that the developers <br />review the matter and report back to Council, and was <br /> <br /> 79-444 Motion to go into an executive session immediately following the Public Hearing <br />on Zoning Matters Monday, December 10, 1979, for the purpose of discussing the following: <br /> <br />(A) USE OF PUBLIC PROPERTY <br /> <br /> (1) Waterfront <br /> (2) Coast Guard Base <br />(3) Pinners Point Sewage Treatment Plant <br />(4) Proposed Sale of Public Property <br />.(5) Court House/Museum Fine Arts <br /> ~6) Proposed Public Improvements <br /> <br />(B) LEGAL MATTERS <br /> <br />(1) Water Contract <br />(2) Pending Litigation <br /> <br />(C) PERSONNEL <br /> <br />(1) A Personnel Matter <br /> <br />(D) BOARDS AND COMMISSIONS <br /> <br /> (1) Highway Safety Commission <br /> (2) Industrial Development Authority <br /> (3) Juvenile & Domestic Relations <br /> Court-Advisory Council <br /> (4) Library Board <br /> (5) MH/MR Services Board <br /> (6) Mosquito Control Commission <br /> (7) Museum ~ Fine Arts Commission <br /> (8) Planning Commission <br /> (9) Port & Industrial Commission <br />(10) Retirement Board <br />(11) Southeastern Public Service Authority <br /> of Virginia <br /> <br /> Motion of Mr. Early and seconded by Mr. Barnes, the call' for ~he execnt~ive session to be amended <br />to include under BOARDS AND CO~tSSIONS (12) Jail Advisory Board, and was adopted as amended, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />On motion meeting adjourned. <br /> <br />APPROVED - <br /> <br /> May o r <br /> <br />City Cl~r]~ f <br /> <br /> <br />
