068 <br /> <br />September 28, 1999 <br /> <br />Councilman Whitehurst announced and encouraged attendance to the Portsmouth <br />School Foundation Second Annual "Celebrity Roast" featuring Horace S. Savage, <br />Jr., First Citizen of Portsmouth on Saturday, October 30, 1999. <br /> <br />Mr. Massie requested council ratify declaration of state of local emergency. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION CONFIRMING THE CITY MANAGER'S DECLARATION OF THE <br />EXISTENCE OF A LOCAL EMERGENCY. <br /> <br /> WHEREAS, in response to the threatened peril to the lives, safety, and property <br />of the residents of the City of Portsmouth as a result of Hurricane Floyd, the City <br />Manager, in his capacity as the director of emergency services, declared the existence <br />of a local emergency on September 15, 1999; and <br /> <br /> WHEREAS, state laW requires that such a declaration be confirmed by the City <br />Council. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it hereby confirms the existence of a local emergency as a <br />result of Hurricane Floyd and ratifies the City Manager's Declaration of Local <br />Emergency dated September 15, 1999.' <br /> <br />Ayes: Berm, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />Vice Mayor Griffin thanked all volunteers who assisted with Hurricane Floyd. <br /> <br /> Motion by Mr. Griffin and seconded by Mr. Whitehurst, to thank all volunteers <br />who assisted with Hurricane Floyd, and was adopted by unanimous vote. <br /> <br />99 - 198 - Non-Agenda Speakers <br /> <br />1. Helen M. Person, 1314 Green Street, expressed appreciation for the day of <br /> recogniti0h for her and the participation of some of the council members. <br /> <br />2. Louis Whitehead, 4415 County Street, Westhaven Area Civic League, spoke on how <br /> the city should recognize and compensate utilities employees for shutting down the <br /> Water treatment plant, city should concrete over medians on Frederick Boulevard <br /> and sewer cave-ins across the city. <br /> <br />3. Mark Geduldig-Yatrosky, 363 Middle Street, expressed gratitude for water service <br /> restoration. Also, spoke regarding parking in the Olde Towne distdct and parking <br /> enforcement during the day.
