The principal hereof and interest hereon shall be payable from ad valor~ taxes without limitation of rate or amount upon all property within the City subject to taxa- tion by the City. IN WITNESS WHEREOF, the City has caused this Bond to be executed by the manual or fac- simile signatures of its Mayor and Director of Finance and the corporate seal of the City to be impressed or a facsimile thereof imprinted hereon and attested by the manual or facsimi signature of the City Clerk of the City (provided that one of such signatures hereon shall be a manual signature); the coupons pertaining hereto to be executed by the facsimile signa- ture of the said Director of Finance; and this Bond to be dated as of the first day of March, 1980. Director of Finance (Form of Provisions for Regist~at~Sn) This Bond may be registered as ro principal only in the name of the holder on the books of registry to be kept by the Director of Finance of the City of Portsmouth, Virginia, as Registrar, such registration to be noted by the Registrar in the registration blank below. After such registration, no transfer hereof shall be effective against the Registrar, the City of Portsmouth and the paying agents for this Bond unless made on said books by the registered owner or attorney duly a~thorized and similarly noted hereon, but this Bond may be discharged from such registration by being transferred to bearer, after which this Bond shall be transferable by delivery, but this Bond may be again registered as before. The registration of this Bond as to principal shall not restrain the negotiability by delivery merely of the coupons pertaining hereto, but the coupons may be surrendered and the interest made payable only to the registered owner, in which event the Registrar shall note in the registration blank below that this ~ond is registered as to interest as well as to principal. With the consen~ of the holder and the Registrar, this Bond when converted into a bond regis- tered as to both principal and interest may be reconverted into a coupon bond and again converted into a bond registered as to both principal and interest as hereinabove provided, but always at the expense of the holder. Upon reconversion of this Bond, when registered as to principal and interest, into B coupon bond, coupons representing the interest to accrue on this Bond to date of maturity shell be attached hereto by the Registrar, and the Registrar shall note in the registration blanR below whether this Bond is registered as to principal only or payable to bearer.
