373 <br /> <br />Jan~ar¥ 22, ]980 <br /> <br />adop <br /> <br /> Mayor Davis resumed the Chair for the remainder of the meeting. <br /> <br />80-49 On motion of Mr. Barnes and seconded by Mr. Oast, the following resolutisn <br />ted, and by the following vote: <br /> <br /> "A RESOLUTION ENDORSING IN PRINCIPLE THE FINDINGS AND CONCLUSIONS CONTAINED <br /> IN A DOCUMENT TITLED "NORFOLK HARBOR AND CHANNELS, VIRGINIA, DEEPENING AND <br /> DISPOSAL FEASIBILITY REPORT, SEPTEMBER 1979" AS PREPARED BY THE UNITED STATES <br /> ARFP/ CORPS OF ENGINEERS. <br /> <br />was <br /> <br /> WHEREAS, said document concludes that the "SUFFOLK SITE is the most economical and <br />least environmentally damaging plan and is consistent with the recommendation of the State <br />Task Force on Disposal" an~ "is the optimum overall plan for the disposal of existing <br />confined dredging requirements in Hampton Roads for the next $0 years"; and <br /> <br /> WHEREAS, said document correctly concludes the National interests in terms of military <br />operations and international commerce, and State and metropolitan interests in terms of <br />the economy of Southeastern Virginia are dependent upon maintenance of channel and mooring <br />comppnant~sof:the Port of Hampton Roads; and <br /> <br /> WHEREAS, said document lays aside recommendations for raising the current design <br />level of the Craney Island Disposal Area and puts to rest any further thought of its exten- <br />sion to the west; thus making it possible to pursue plans for the ultimate development of <br />Craney Island for deep water marine terminals, a freeport, related and industrial and <br />commercial development and in the aggregate and economic asset for Eastern Virginia, <br /> <br /> NOW tHEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF BORTSMOUTH, <br />VIRGINIA: <br /> <br /> 1. That the aforesaid document is in principle endorsed in terms outlined above; and <br />should serve as a basis for accelerated actions by the Congress of the United States and <br />the General Assembly of Virginia to implement same; and <br /> <br /> 2. That recommendations related to deepening channels to a depth of 55 feet not <br />undertaken unless and until the Suffolk disposal site is available to receive dredged <br />materials from such activities; and <br /> <br />be <br /> <br /> 3. That in the interim, Craney Island in its current configuration be used for harbor <br />maintenance purposes as well as for industrial development within the Hampton Roads area <br />with an exercise of care and concern for its ultimate reuse and development as a port-industr5 <br />complex." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-50 Motion of Mr. Early and seconded by Mr. Gray, that a special meeting of City <br />Council to be held on February 28, 1980, at noon, for the purpose of adopting the rate on <br />General Obligation and Public Utility Bonds, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oas~, Davis <br />Nays: None <br /> <br />On motion meeting adjourned. <br />APPROVED ---:~ <br /> <br /> Mayor <br /> <br />City Clerk <br /> <br /> <br />
