Saunders Early, Jr., <br /> Jr., Robert T. Williams, <br /> <br />Church, opened the meeting with prayer, <br /> <br />::Mayo~r~¥is welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Early, minutes of the special called meeting of <br />April 21, 1980; minutes of the regular meeting of April 22, 1980, to be approved as received, <br />and was adopted by unanimous vote. <br /> <br /> 79-161 ~ayor Davis presented the following resolution to Mrs~ Pauline Metrakos, <br />widow of the late Robert Arthur Metrakos: (David Stuart, Past President and Robert Porterfiel <br />President Elect of the Chamber of Commerce were present with Mrs. Metrakos) <br /> <br /> "WHEREAS, on the ist day of April, 1980, death brought to a close the physical life <br />of Robert Arthur Metrakos; and <br /> <br /> WHEREAS, upon his death he was serving as Executive Vice President of the Portsmouth <br />Chamber of Commerce; and <br /> <br /> WHEREAS, he assumed this position in 1970 when he came from the Orangeburg, South <br />Carolina Chamber of Commerce where he had served as the Executive Vice President and Executive <br />Director of the Orangeburg County Planning and Development Commission; and <br /> <br /> WHEREAS, Robert Arthur Metrakos throughout his lifetime distinguished himself locally <br />and nationally in all aspects of work associated with bus,ness and economic development <br />activities; and <br /> <br /> WHEREAS, his contributions to the civic life of Portsmoutk were far above the call of <br />duty; and <br /> <br /> WHEREAS, this community has suffered a great <br />and 2'cins with his family, friends and associates <br />his achievements. <br /> <br />loss in the passing of <br />in mourning his death, <br /> <br />Robert A. Metrakos, <br />and in recognizmng <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that this resolution be spread upon the minutes of <br />City Council, and that a copy thereof be forwarded to his wife, Pauline "Dubby" Metrakos <br />mn sincere appreciation of his service and respected stature in the community." <br /> <br /> 80-162 Mayor Davis presented the following resolution to Joseph Parker, President <br />of the Mt. Hermon Community League andao~the~ members of the League were present: <br /> <br />"A RESOLUTION HONORING THE COMMUNITY OF MOUNT HERMON. <br /> <br /> WHEREAS, since 1972, the City of Portsmouth and the Portsmouth Redevelopment and <br />Housing Authority in close cooperation with the citizens of Mount Hermon has undertaken a <br />comprehensive revitalization program in the Mount Hermon Conservation and Redevelopment <br />Project; and <br /> <br /> WHEREAS, the improvement program in this neighborhood began in 1967 as a result of <br />concerns over identified conditions of blight and deterioration expressed by the Mount <br />Hermon Community League; and <br /> <br /> WHEREAS, since the project began the citizens of the com~¢.ni~y, ~epresented by the <br />Mount Hermon Project Area Committee, have played a major role in the unparalleled improvements <br />undertaken in the neighborhood to date as evidenced by new public and private investment <br />in the area; and <br /> <br /> WHEREAS,~the success of this revitalization has been of significant benefit to the <br />entire City and has been recognized as one of the most successful projects of this nature <br />in the country; and <br /> <br /> WHEREAS, the community rebuilding effort and the partnership of Mount Hermon citizens, <br />the City of Portsmouth, and the Authority which made possible this success, was recently <br />recognized by the Department of Housing and Urban Development in the seledtion of this <br />project as a recipient of HUD's 1980 Urban Environmental Design Award. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby commends the Mount .Hermon <br />community upon the receipt of this well-deserved national citation which will serve as a <br />model for future rebuilding programs in the City of Portsmouth; and <br /> <br /> BE IT FURTHER RESOLVED,~th~t %he City Clerk is hereby directed to forward a copy of <br />this resolution to Mr. Joseph Parker, President o£ the Mt.
