June 10, 1980 <br /> <br />wants to improve his home. <br /> <br /> The major housing goal of the hopefully-seen-to-be-adopted Comprehensive Plan is to <br />impreve the quality and variety of housing within the city. Item B of the goal is to 'en- <br />courage rehabilitation and conservation of the housing stock, wherever economically feasible.' <br /> <br /> If we as a city are serious about rehabilitation and cmnservation of our present housing <br />stock, and if our citizens willingly continue to improve their homes--all of which makes our <br />city a better place in which to live, then some type of protection is needed. (I note in <br />passing that the city is already the third party in consumer protection in electrical and plum <br />inspection.) <br /> <br /> Therefore, the Federation and a number of its member clubs individually request that the <br />City of Portsmouth consider a performance bond for home improvement contractors requiring them <br />to past bond for the toal cost of the work, thus guaranteeing consumer and. city quality home <br />improvement work. <br /> <br /> Clubs which support the spirit of this recommendation are Simonsdale Civic League, <br />Central Mid-City Civic League, Port Norfolk Civic League, Cradock Property Owners Association, <br />and the W'oman's Club of Cradock." Presented petition from the Woman,s Clu~ of Cradock in <br />support of Performance Bond for Contractors, Signed by'Ruby C. Diddle, 38 Dahlgren Ave.& other <br /> Raymond Turner, 526 Bunche Court, spoke c6ncerning the performance bond, and requested <br />some type of protection zo be provided for the citizens. <br /> <br /> Jim Hartley, 43 E. Pollux Circle, offered his support on the proposal as presented by <br />the Federation of Civic Clubs. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that the matter to be referred to the <br />City Attorney and the City Manager, and was adopted by unanimous vote. <br /> <br /> 80-212 Rhfn$iR.~McRae,i12177C61trane Drive, spoke of rodents in the area and that <br />assistance be provided to help get rid of the rodents, as he had been unable to receiver <br />any help from the Health Department. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, that the matter to be referred to the <br />City Manager for investigation, and was adopted by unanimous vote. <br /> <br />On motion meeting adjourned. <br /> <br />AI~P.
