October 26, 1999 <br /> <br />· Broaden the tax base of the City and provide jobs for its <br /> residents with prudent financial commitments by the City; <br />· Bolster the competitive attractiveness of Downtown Portsmouth <br /> in the regional marketplace; <br />· Make productive use of the working waterfront as it represents a <br /> finite resource; <br />· Compliment each other while providing a transition from the <br /> range of downtown activities to industrial activity of the Norfolk <br /> Naval Shipyard. <br /> <br /> To accomplish these policy objectives, it may be necessary to <br />modify the zoning pattern that controls development of this area and to <br />change the infrastructure. It may also be necessary or desirable to enter <br />into various partnerships with private sector interests to ensure the <br />appropriate character of development. Similarly, some development might <br />be undertaken within the public sector.
