· Broaden the tax base of the City and provide jobs for its
residents with prudent financial commitments by the City;
· Bolster the competitive attractiveness of Downtown Portsmouth
in the regional marketplace;
· Make productive use of the working waterfront as it represents a
finite resource;
· Compliment each other while providing a transition from the
range of downtown activities to industrial activity of the Norfolk
Naval Shipyard.

To accomplish these policy objectives, it may be necessary to
modify the zoning pattern that controls development of this area and to
change the infrastructure. It may also be necessary or desirable to enter
into various partnerships with private sector interests to ensure the
appropriate character of development. Similarly, some development might
be undertaken within the public sector. Such steps are deemed to be in
the overall interest of the City and should be encouraged.
