October 26, 1999 075 At a, Called Meeting of the City Council on Tuesday~ October 26, 1999, there were present: *Mayor James W. Horley I/l, Vice Mayor Bernard D. Griffin, Sr., *Cameron C. Pitts, P. Ward Robinett, Jr., *J. Thomas Berm III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. 99 - 235 - The following call for the meeting was read: "Please attend a Called Meeting of tl~e City Council to be held in the City Manager's. Conference Room, 80'1 'Crawford Street, 6th floor, 5:00 p.m., Tuesday, October 26, 1999, for the purpose of a Public Work Session. n addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 99 - 236 - The following item was discussed in Public Work Session: Bulk Refuse Program Motion by Mr. Robinett, and seconded by Mr. Griffin, to go into Closed Meeting pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider the following: First, the acquisition or sale of real property for a public purpose, as authorized by subparagraph A.3, with the subject properties being in the downtown and midtown areas of the City; second, appointments by Council to boards and commissions, as authorized by paragraph A.I; and third, consultation with legal counsel regarding specific legal matters requiring the provision of legal advice by such counsel, as authorized by subparagraph A.7. Motion by Mr. Robinett, and seconded by Mr. Pitts, pursuant to Section 2.1-344.1 of the Code of Virginia, certifying that to the best of the Council Members knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
