Whitlow, Robert T. <br /> Williams, City Manager, Steven Lieberman, City Attorney. <br /> <br /> 80-265 Public Hearing on rezoning and use permit applications and a proposed amendment <br />to the City Code: <br /> <br /> (a) Zoning Petition Z 80-6 Petition of Albert Dail, by Attorney Dean W. Sword, Jr. <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, Z 80-6 to be presented at the end <br />of the agenda to accommodate Attorney Dean Sword, and was adopted by unanimous vote. <br /> <br /> (b) Zoning Petition Z 80-8 Petition of Quinton Roesser, by George G. Joyner, III <br /> and James W. Backus. Contract Owners. <br /> <br /> Leslie R. French, III, 208 Glasgow Street, representing two groups President of <br />Olde Towne Civic League and the following petition signed by 107 residents/property owners <br />of Olde Towne: <br /> <br /> We, the undersigned residents and/or property owners of Olde Towne, Portsmouth, Virginia <br /> Do Petition the Portsmouth Planning Commission and the Portsmouth City Council <br /> To Reject and Deny any effort to ~ezone the GRICE-NEELY HOUSE, located at 202 North <br />Street, Portsmouth, Virginia, and <br /> We Oppose any zoning change for either the entire property or any portion thereof, <br />from Historic Residential. Signed by Donna M. Butt, 214 Glasgow Street and others." <br /> <br /> Mr. French spoke against the rezoning Change of Grice-Neely House and requested that <br />City Council vote against the rezoning petition. <br /> <br />The following letter was submitted: <br /> <br /> "I understand the rezoning of Grice-Neely House on North Street which has been rejected <br />by the Planning Commission is now coming before City Council by George Joyner and Jim Backus. <br /> <br /> The City of Portsmouth has something so un~qu~e in its Residential Section of Olde Towne <br />There are only 12 blocks. Let's now chip it away into offices. There are plenty of empty <br />buildings available, plus lots of old houses on the South Side of High Street crying for <br />restoration. Charleston and Savannah have preserved so many of their houses and made them a <br />real tourist attraction. We must not let any more of ours dwindle away. <br /> <br /> Please do not allow any change in the zoning of the Grice-Neely House An Historical <br />landmark, in order to preserve our Olde Towne for family living and posterity. Huie L. Rogers, Pastor, Tidewater Bibleway Temple, spoke in favor of the petition. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Whitlow, to concur in the recommendation of <br />the Planning Commission, UP 80-3 was approved on first reading, and by unanimous vote. <br /> <br /> (d) Use Permit 80-7 <br /> <br /> Motion of Mr. Beamer <br />Planning Commission. <br /> <br /> Motion of Mr. Barnes <br />and Planning Director to review <br /> <br />Petition of Warren <br />and seconded by Mr. <br /> <br />and seconded by Mrs. <br /> the situation <br /> <br />L. Holland, Sr., Owner. <br /> <br />Gray, to concur with the recommendation of the <br /> <br /> Webb, motion to be amended that the City Attor~ <br /> and come back with conditions regarding the <br /> <br />site plan and screening, and any other conditions deemed appropriate prior to <br />at the next meeting, and was adopted by 6-0-1 (Whitlow abstaining)vote. <br /> <br /> On motion, UP <br />abstaining) vote. <br /> <br />(e) Use Permit <br /> <br /> final reading <br />80-7 was apprQved~on.first~re-adin~ as amended~ and by 6~g~l[Whitlow <br /> <br /> 80-8 Petition of Flowers Industries, Sweetbriar Development Company <br /> and Continental Real Estate Company by Attorney Paul H. Cuffey, <br /> Jr. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Barnes, to concur in the recommendation of the <br />Planning Commission. <br /> <br /> Motion of Mr. ~arnes and seconded by Mrs. Webb motion to be amended adding a third <br />condition - that subject to a submission of a site plan assuring that the loading and <br />unloading would be handled in such a way that no activity will take place in the oFen, <br />and was adopted by unanimous vote. <br /> <br /> On motion, UP 80-8 was approved on first reading, as amended, and by unanimous vote. <br /> <br /> <br />
