E. Johansen to replace Richard J. Davis. <br /> <br />Emergency Medical Services Advisory Commission <br /> <br /> F. J. Greaney to be reappointed for a term three years; Diane G. Winston replacing <br />Dr. C.M.G.Buttery and Andrew J. Johnston, Jr. replacing Frank L. Kirby, for terms of three <br />years, ending July 1, 1983. <br /> <br />Supplemental Retirement Board <br /> <br />James A. Brown, member of the Retirement Board to be appointed as Chairman. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Oast, to close nominations, and there being <br />no further nominations, the above members to be elected to the designated Board/Commission, <br />and was adopted by unanimous vote. <br /> <br /> The meeting recessed at 8:30 p.m. to reconvene at T. A~. Willett Auditorium, Woodrow <br />Wilson High School. <br /> <br />The Mayor reconvened the meeting at 9:00 p.m. for the scheduled Public Hearing. <br /> <br /> 80-299 Jo~int Public Hearing of the Portsmouth City Council and the Portsmouth Redevelo <br />~ent Ho~ing Aut]3~Qri-ty on a proposed a~endment to-the City of Portsmouth's M~ms~ng~Assis~ance <br />Plan (HAP) contained within the 1979 Three-Yda9 Community Development Program was held with <br />the following Commissioners present: <br /> <br />Portsmouth Redevelopment ~ Housing AUthority <br /> <br />H~rbert K. Bangel, Chairman, Mrs. Char~es Downs, Ralph W. Gholson, William H. east, III, <br />James D. Topping, Michael A. Kay, Hxecutive Director. <br /> <br />Mayor Johansen presented the following statement: <br /> <br /> "This meeting has been called this evening for the purpose of providing interested <br />individuals an opportunity to comment on a proposed amendment to the 1979 Housing Assistance <br />Plan which designates Census Tracts 103 and 125 as acceptable locations for the construction <br />of new multi-family housing assisted under the Section 8 Housing Assistance Payments Program. <br />In this connection, we have announced that it lis the City's proposal to have 100 new multi- <br />family units developed in Census Tract 125 through the Section 8 Program. <br /> <br /> Before we call upon the City Manager to comment on this matter, I would like to welcome <br />the Commissioners of the Portsmouth Redevelopment and Housing Authority who are withius this <br />evening to hear your comments on this community development proposal. Following Mr.iWilliams <br />remarks and comments from other City and Authority staff members, inasmuch as we have a full <br />agenda this evening, I woul~ like to ask everyone who wishes to speak to write theirlnames an, <br />addresses on a card which has been provided and send them up so that we might expedite this <br />hearing ...... Before we turn the meeting ove~ for comment of Our citizens, I would like to <br />ask the City Manager, Mr. McGinnis and Mr. May of the Portsmouth Redevelopment & Housing <br />Authority for their remarks." <br /> <br />The City Manager presented the following statement: <br /> <br /> "For several months the City and the Portsmouth Redevelopment and Housing Authority, <br />pursuant to statutory requirements of the Housing and Community Development Act of 1974, have <br />attempted to identify this City's housing needs and to secure HUD's acknowledgement of these <br />identified needs through their approval of our Housing Assistance Plan. These Federal regula- <br />tions require that the City take steps to provide fair housing opportunities outside areas of <br />racial and economic impaction of the City to low and moderate income residents of this commun~l <br /> <br /> Thus far, our previous proposed efforts have been unacceptable to HUD for various reasons <br />and as a result the City of Portsmouth's 1980 Community Development Tunds, some 4.3 million do! <br />have been withheld until the City approves and moves forward with a Housing Assistance Plan <br />which is acceptable to HUD. The conditioning of our funds is being taken by the Federal Gover~ <br />merit, despite the fact that the over~helming majority of such funds are earmarked for the dire~ <br />benefit Of low and moderate income residents. <br /> <br /> On March 25, 1980 City Council considered and approved a resolution directing the City <br />and PRHA to develop the City's CD housing sImategy, in such a way as to give priority to <br />hoUsing rehabilitation and individual neighborhood revitalization. Th~s strategy was to <br />utilize all of the programs available to the City from HUD in order to satisfy HUD requirement~ <br />while at the same time furthering the implement~i~of a locally developed and approved <br />housing strategy. <br /> <br />y. <br /> <br />it <br /> <br /> <br />
