<br /> Helen V. Davis, 916 Florida Avenue, requested to reconsider and that the 100 units to be
<br /> located on Airline Boulevard.
<br /> Fred Baule, 4100 Tarnywood Drive, representing Merrifield Civic League (President), spoke
<br /> against the 100 subsidized units being placed in Hoffler Creek ~nd ~i~e adjacent to
<br /> Hunters Point and notify HUD that both Churchland sites are inadequate for group housing
<br /> projects.
<br /> S. DeLacy Stith, 605 Green Street, representing National Association for the Advance-
<br /> ment of Colored People(NAACP), asked why Census Trast 128 taken out as a suitable site
<br /> for the 100 subsidized housing unit. Mr+ Williams, City Manager, responded. Mr. Stith
<br /> requested that Census Tract 128 to be included in the Housing Assistance Plan.
<br />
<br />Commissioners of the Portsmouth Redevelopment and Housing Authority unanimously adopted
<br />following resolutions which were presented to Council:
<br />
<br /> "RESOLUTION BY THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY APPROVING AND
<br /> RECOMMENDING AN AMENDED 1979 THREE-YEAR HOUSING ASSISTANCE PLAN TO THE COUNCIL
<br /> OF THE CITY OF PORTSMOUTH."

<br /> "RESOLUTION APPROVING THE 1981 HOUSING AND COMMUNITY DEVELOPMENT
<br /> AMENDMENTS TO THE 1979 THREE-YEAR CO~UNITY DEVELOPMENT PLAN AND
<br /> DEVELOPMENT PROGRAM IN THE CITY OF PORTSMOUTH."

<br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following

<br />"A RESOLUTIO~ APPROVING AN AMENDMENT TO THE 1979 THREE-YEAR HOUSING ASSISTANCE
<br />PLAN.
<br />
<br /> WHEREAS, pursuant to a resolution of the Council of the City of Portsmouth on August 12,
<br />1980, the Portsmouth Redevelopment and Housing Authority has prepared, as part of the 1981
<br />Housigg~and Community Development Program, and submitted to ths Council for its approval an
<br />amended Three-Year Housing Assistance Plan that deletes Census Tract 128 and adds Census
<br />Tracts 125 and 103 as acceptable locations for the construction of new multi-family housing
<br />assisted under the Seztion 8 Housing Assistance Payments Program; and
<br />
<br /> WHEREAS, a public hearing on the proposed amendment has been held and the public has been
<br />duly informed of the City's intent to have 100 new multi-family units developed in Census
<br />Tract 12S on a specific site.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the
<br />the amended Three-Year Housing Assistance
<br />and adding Census Tracts 12S and 103 as
<br />new multi-family housing assisted under
<br />
<br />Council of the City of Portsmouth, Virginia, that
<br />Plan be approved thereby deleting Census Tract 128,
<br />the only acceptable tracts for the construction of
<br />the Section 8 Housing Assistance Payments Program; and
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager of the City of Portsmouth and the Executive
<br />Director of the Portsmouth Redevelopment and Housing Authority are authorized to take all
<br />necessary acticns and to prepare and execute all documents required to adopt the amended
<br />Housing Assistance Plan and, submit the same to the Department of Housing and Urban Develop-
<br />ment and to obtain the release of the City's 1980 Community Development entitlement funds."

<br /> AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION THEREFOR.

<br /> WHEREAS, under the provisions of the Housing and Community evelopment Act of 1974, as

<br /> amended, financial assistance is provided to localities for undertaking and carrying out
<br /> community development activities; and
<br />
<br /> WHEREAS, a public hearing has been held and the City Council has reviewed the 1981 Housing
<br />and Community Development Program (Program) for the City of Portsmouth and the comments
<br />received at said public hearing; and '
<br />
<br /> WHEREAS ~ ~-" ~
<br /> , ~t~ms~ecessary that this Council take official action respecting said Program
<br />and amendments ~o comply with the regulations of the aforementioned act; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are proposed in the undertaking
<br />and carrying out of activities under the Housing and Community Development Programs; and
<br />
<br /> WHEREAS, this Council, on behalf of the City of Portsmouth, possesses the legal authority
<br />to apply for a grant and execute the proposed program under the provision of the aforementione
<br />act; and
<br />
<br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be estab-
<br />lished to prohibit employees from using their position for any purpose that gives the
<br />appearance of being motivated by a desire for private gain for themselves or others, parti-
<br />cularly those with whom they have family, business or other ties; and
<br />
<br /> WHEREAS, this Council has found said 1981 Community Development Program and related
<br />amendments to the 1979 Three-Year Housing and Community Development Plan and 1980 Housing
<br />and Community Development Program appropriate to meet the needs of the City and therefore,
<br />acceptable. ,
