<br /> The site, by virtue of it being located ~n a non-impacted census tract, it is compatible
<br />with the City's Comprehensive Plan. The zone is R60, a residential zoning; it's been that
<br />way for a substantial period of time.
<br />
<br />The access, as we've indicated in Public Services, provides us no problem. The school
<br />situations are adequately handled in our opinion, and so ~s the transportation.
<br />
<br /> There were several other sites that were reviewed in conjunction with this process.
<br />Several of those sites were later addressed in the reponse to the Department of Urban Housing
<br />upon availability.
<br />
<br /> Michael Kay, Executive Director, PRHA, presented the following statement:
<br />
<br /> "As indicated, there are two parcels in question in census tract 125 containing close to
<br /> ten acres, which our Zone R60 has indicated. A preliminary proposal has been developed for
<br /> this site, calling for one hundred units broken down into approximately twenty-four ~woqbedroo
<br /> units, sixty three-bedroom units, and sixteen four-bedroom units. In addition, the site will
<br /> contain a rental office; a community center to serve the development; a maintenance building,
<br /> to be directed by the management service; two basketball courts; and other recreational
<br /> facilities designed to serve the proposed residents of this complex.
<br />
<br /> Both Mr. Williams and Mr. McGinnis referred to and touched upon the particular access
<br /> to the site, the fact that public utilities are available, and the proximity of the site as
<br /> to employment. The Portsmouth Redevelopment and Housing Authority, in response to the indica-
<br /> tion regarding site availability, has secured openings on the site at the present time.
<br />
<br /> Very briefly, the program under which is proposed the development of one hundred units
<br /> of housing is known as the Section 8 Housing Assistance Payments Program, which provides
<br /> housing for a cross section of families with a diversity of income. As an example, a family
<br /> of four with an adjusted gross income of fourteen thousand eight hundred dollars can reside
<br /> in the development; and certainly this level will put the complex in the range of a large
<br /> percentage of Portsmouth residents who are in need of housing assistance.
<br />
<br /> As indicated, again, by Mr. McGinnis, it is prcposed that the complex be developed,
<br /> managed, and operated by the Portsmomth Redevelopment and Housing Authority. Under our
<br /> particular occupany policy, which we discussed many times in the ~uestion, preference in
<br /> occupancy will be given to residents in the City of Portsmouth - an objective which has been
<br /> achieved in all recent housing built and managed by the Authority, as well as our assistant.
<br />
<br /> Finally, the complex is proposed to be privately owned, which means you pay full real
<br /> estate taxes, currently estimated to be i~ excess of fourty thousand dollars a year."

<br /> ~llis W. James, 1804 Lakeland Drive, representing Tidewater Fair Housing Inc.
<br /> Jim Hartley, 43 ~. Pollux Circle, representing Simonsdale, supports the site but does
<br /> not support HUD telling Portsmouth where to put subsidized housing.
<br />
<br /> Ms Dorothy kedford, 1203 Cavalier Blvd., representing Cavalier Manor United Civic
<br /> League, relinquished her time to James Bridgeford.
<br /> James Bridgeford, 1220 Jamal Lane, representing Cavalier Manor United Civic League,
<br /> spoke and presented the following petitiom with 1700 signatures:

<br /> "This is to certify that we, the ~ndersigned qualified voters of Portsmouth,
<br />Virginia hereby petition the City Council of the City of Portsmouth, Virginia to note our
<br />objection to what we feel is the unequal distribution of subsidized housing in Portsmouth.
<br />We also feel that the planned location of 100 units in the area called Lincoln Gardens-Nor
<br />Homes violates the original intent of the HUD Portsmouth housing plan. Signed by Mrs. Rhubel
<br />Sullivan, 323 Viking Street and Others"
<br />
<br />Mrs. Adrene E. Clark, 605 Gust Lane, representing Concerned citizens of Cavalier Manor
<br />and Surrounding area, relinquished her ~ime to M~Bridgeford.
<br />Ms. Gloria Johnson, 322~ Airline Boulevard, representing Cavalier Manor & Hattsonville.
<br />Mrs. Steve Lassiter, 1401 Lake Forest Drive, representing Cavalier Manor/Lake Forest

<br />Robert L. Baker, 1520 Carson Crescent E., representing United Civic League-Cavalier
<br />Andrew L. Willis, 1403 Cole Road, representing Cavalier Manor United Civis League, spoke
<br />against Census Tract 125, stating that Census Tract 128 was the appropriate site.
<br />Leonard C. Derleth, Jr., 19 Rodgers Place, representing Cradock, spoke in opposition
<br />to low income housing in southeast Portsmouth.
<br />Cameron C. Pitts, 4816 Mallard Crescent, representing Hunter Point Civic League,
<br />made the following presentation:
<br />
<br /> "I am President of Hunters Point Civic League, and represent the People of Hunters Point
<br />opposed to the proposed HUD subsidized housing ~n Census TracY 130 on West Norfolk Road.
<br />At a previous City Council meeting we opposed the Comprehensive Plan of the Beazley Farm and
<br />surrounding property to be zoned industrial and were afterwards assured by Councilmem Jack
<br />Barnes and Saunders Early that industry d6es not breed slums, however with the approval of
<br />the refinery site, the prcposed industrialization for possible petro chemical related industr
<br />on the Beazley Farm and surrounding area, and now the proposed HUD 130 census tract subsidiz~
<br />housing with the obligation of 20 year payout with its temporary wood construction is actuall~
<br />a plan for new guaranteed potential slum.
