Oast, Jr., <br />Gloria O. Webb, Mbrton V. Whitlow, Robert T. Williams, City Manager; <br />Steven Lieberman, City Attorney. <br /> <br />Absent: Jack P. Barnes <br /> <br />80-362 Public Hearing on rezoning and use permit applications: <br /> <br />(a) Zoning Petition Z 80-10 Petition of Elvin St. Clair and Evan H. Sawyer, by <br /> Attorney Louis Brenner. <br /> <br /> Louis Brenner, 600 Crawford Street, representing the petitioners, requested OR-75 as it i <br />highest and best use of the property and~would be in keeping with o~eral] plan of residential <br />in the area; no ~bjections have been received other than the Planning Commission. <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Gray, ~e ~ollowing~ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 80-10" <br /> <br /> Ayes: Beamer, Gray, Webb, Whitlow <br /> Nays: Oast, Johansen <br /> <br />(b) Zoning Petition Z 80-11 <br /> <br />Petition of the Most Rev. John J. Russell, Bishop, by <br />Agent William H. Kline, Jr. <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 80-11" <br /> <br />(c) Zoning Petition Z 80-12 Petition of Donald A. and Delores W. Garrett, by Attorney <br /> Donald C. Kilgore. <br /> <br /> Donald C. Kilgore, Central Fidelity Bank Bldg., representing the petitioners, requested <br />that the site be rezoned 'to make the property of some use. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Gray, that the t~em Z 80-12 be dropped down,on the <br />and was adopted by unanimous vote. <br /> <br />(d) Zoning PetitiOn Z 80-13 <br /> <br />Petition of Vernon T. Wilkins, by Attorneys Robert C. <br />Barclay, III, and Richard W. Baule, 4100 Tarnywood Drive, representing Mer~ifield Civic Club, presented <br />the following statement: <br /> <br /> "Churchland residents have stood before this council, the previous City Council, and the <br />Planning Commission numerous times in the past 12 months to oppose further development of den~ <br />housing projects and apartment complexes in Churchland. <br /> <br /> On two of these occasions, we presented petitions. Many Churchland residents attended <br />these hearings and the comprehensive plan hearings in support of these views and to make <br />indicidual statements. <br /> <br /> This opposition to apartment projects repeatedly pointed out the problems with over- <br />crowded schools, dense traffic, and inadequate roads. <br /> <br /> The Moffler Creek site in North Churchland you are considering for rezoning tonight <br />has been the centerpiece of this opposition. The use of this site for apartments or group <br />housing projects not only adds to the probiems just mentioned, but has a dramatic adverse <br />affect on the existing Merrifields community as the only access to this site requires first <br /> <br />agenda, <br /> <br /> <br />
