<br />At a regular meeting of the City Council held on October 28, 1980, there were present:

<br />Oast, Jr., Gloria O. Webb, Morton V. Whitlow,

<br />

<br /> Rev. Howard R. Peters, Pastor, Monumental United Methodist Church, opened the meeting
<br />with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the special called meeting of
<br />October 10, 1980; minutes of the called meeting of October 13, 1980; minutes of the Public
<br />Hearing of October 13, 1980; minutes of the regular meeting of October 14, 1980 to be approve
<br />as received, and was adopted by unanimous vote.

<br /> Mayor Johansen presented to Robert W. Wentz, Jr., Member of Board of Visitors,
<br />Shufflebarger, Assistant to the President for Governmental Relations, of Old

<br /> "WHEREAS, Old Dominion
<br />College of William and Mary
<br />and
<br />
<br />University was founded in 1930 as the Norfolk Division of the
<br />to provide educational opportunities in the Tidewater region;
<br />
<br /> WHEREAS, the Division joined with Virginia Polytechnic Institute in 1931 to provide
<br />the region with technical and engineering course offerings; and
<br />
<br /> WHEREAS, the School evolved from a twoyear Division, To a baccalaureate degree granting
<br />institution, to an independent college, to a university; and
<br />
<br /> WHEREAS, the University is committed to meeting the educational needs of the Ti~dewater
<br />area through excellence in teaching, research, and service; and
<br />
<br /> WHEREAS, Old Dominion University's achievements are a tribute to the dedication of
<br />its faculty and staff, a tribute to the citizens of Portsmouth who have provided consistent
<br />support to sustain the University and contribute to its excellence, and a trlbute to the'
<br />City's recognition and support for excellence in higher education throughout the Tidewater
<br />area; and
<br />
<br /> WHEREAS, the University has contributed significantly to the cultural enrichment, the
<br />economic growth, and the professional development of the City as well as the education of
<br />its citizen~; and
<br />
<br /> WHEREAS, Old Dominion University has
<br />quality and achievements of its students,
<br />the leadership of its administration.

<br />achieved national recognition because of the
<br />the scholarship and research of its faculty,
<br />
<br />and
<br />
<br /> NOW, THEREFORE, I, J. E. Johansen, Mayor of Portsmouth, do hereby proclaim November
<br />5, 1980, as
<br />
<br />"ODU'S GOLDEN JUBILEE DAY"
<br />
<br />in the City of Portsmouth and call upon the citizens of Portsmouth to give their active
<br />~upport and recognition to the University's accomplishments.

<br /> 80-394 - Mayor Johansen presented to P. Stockton Fleming, winner of the award "Southern
<br />Industrial Development Council's Virginia Volunteer of the Year". Mr. Fleming was recognized
<br />for this award at the Industrial Development Seminar Program on September 18, 1980, in
<br />Richmond, Virginia.
