1"7'7 <br /> <br />December 18, 1980 <br /> <br /> At a called meeting of the Portsmouth City Council~held at 2:00 p.m. on Thursday, <br />Decemb er 18, 1980, there were present: <br /> <br />J. B. Johansen, Ben A. Beamer, Sr., J. Robert Gray, Edward L. Oast, Jr., <br />Gloria O. Webb, Morton V. Whitlow, Robert T. Williams, City Manager, <br />James T. Martin, Assistant City Attorney. <br /> <br />Absent: Jack P. Barnes <br /> <br />80-461 The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council to be held in the Council <br />6th floor of City Hall, 801 £rawford Street, at 2:00 p.m. on Thursday, December 18, <br />to consider a motion to go into an executive session to discuss a legal matter and <br />a resolution relative thereto upon the recommendation of the City Manager. <br /> <br />Chambers, <br /> 1980, <br />to consider <br /> <br />By order of the Mayor. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Oast to go into an executive session, and was <br />adopted by unanimous vote. <br /> <br /> On motion the me~ihg recessed for the executive session at 2:10 p.m. <br /> at 3:55 p.m. <br /> The Mayor reconvened the meeting/to consider a resolution endorsing the development <br />of certain property as an industrial site by private enterprise located in the City of <br />Portsmouth. <br /> <br />James T. Martin, Assistant City Attorney, read the resolution. <br /> <br /> On motion of Mr. ~itlow and seconded by Mrs. Webb, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE DEVELOPMENT OF CERTAIN PROPERTY AS AN INDUSTRIAL <br />SITE BY PRIVATE ENTERPRISE. <br /> <br /> WHEREAS, proposals have been made for the development of a <br />- ~coal shipment facility to be located on certain property in the <br /> by Trailsend Land Company; and <br /> <br />petroleum refinery and a <br />City of Portsmouth now owned <br /> <br /> WHEREAS, the Council of the City of Portsmouth has consistently supported development <br />of property within the City by private enterprise as a method of expanding the tax base of <br />the City and the betterment of services to its citizens; and hereby reaffirms its support <br />for development of the subject property in a similar manner; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth desires to express its concern over <br />the continuous delay in the proposed development of the subject property thereby deferring <br />a resolution of many problems confronting the City as well as the Ports of Hampton Roads- <br />and ' <br /> <br /> NOW, THEREFORE, BE YT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that said Council does hereby endorse and reaffirm development of that certain property <br />owned by Trailsend Land Company, containing approximately six hundred acres (600), as an <br />industrial site by private enterprise. <br /> <br /> BE IT FURTHER RESOLVED that a meeting between the Governor of Virginia and a delegation <br />of this Council be scheduled promptly in order that the position of the City of Portsmouth <br />be made known and co discuss the present action taken by the Virginia Port Authority." <br /> <br />Ayes: Beamer, G~ay~ Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />On motion meeting adjourned. <br />APPROVED - ~ <br /> <br />OCity C1 er~/~/ / <br /> <br /> <br />
