Also, thanked <br />Eva Teig, Directo~ of Management ~ Legislative Services, for her cooperation while serving <br />the city. <br /> <br /> Mr. Hartley spoke against the surcharge that had been added to the water bill recently, <br />and a - · ~ ~ <br /> lso stated the presen~ priority system~for curbs and gutters was not working and asked <br />for another type of priority system, so ever)- area will benefit on a Fr~gt.a basis. <br /> <br /> 81-19 Motion of Mr. Barnes and seconded by Mrs. Webb, that Mr. Steve Li~berman, City Att~orne~ <br />be ap-poiniec~o?sefrve as City Manager on an interim basis, effective February 1, 1981, at the <br />pleasure of the Portsmouth City Council, and was adopted by unanimous vote. <br /> <br /> 81-20 A discussion was held on the proclamation proclaiming January 15 as Martin <br />Luther King Day in accordance with the resolution adopted by the City Council in December, <br />1977. <br /> <br /> 81-21 Vice Mayor Beamer expressed appreciation to Eva S. Teig for the assistance she <br />had given Council in the legislative ar~a. <br /> <br /> 81-22 Motion of Mr. Beamer and seconded by Mr. Gray, to go into an executive <br />for the purpose of discussing the following, and was adopted by unanimous vote: <br /> <br />(A) USE OF PUBLIC PROPERTY <br /> <br />session <br /> <br />(1) Proposed Public Improvements <br />(2) Proposed Acquisition and Sale of Property <br />(3) Industrial Development <br />(4) Waterfront Development <br /> <br />(B) LEGAL MATTERS <br /> <br />(1) Legal Consultation <br />(2) Litigation <br />(3) Council Procedures <br /> <br />(C) PERSONNEL <br /> <br />(1) A Personnel Matter <br /> <br />(D) BOARDS AND COMMISSIONS <br /> <br />(1) Board of Examination of Plumbers <br />(2) Mosquito Control Commission <br />(3) Transportation Safety Commission <br /> <br />On motion meeting recessed. <br />APPROVED - ~,~/' <br /> <br /> <br />
