2O5 <br /> <br />February 9, 1981 <br /> <br />The following citizens spoke in opposition of the petition: <br /> <br />Lewis Thomas, 131 Florida Avenue, representing Port Norfolk Civic League with a membersh~ <br /> of approx&mately 240 members, stated that the Civic League would oppose anything other <br /> than a single family residence. <br /> Clarence Joe Fetty, 443 Mt. Vernon Avenue. <br />Mrs. Sallie Britt, 442 Mt. Vernon Avenue, representing neighborhood presented the <br /> following petition: ' <br /> <br /> "We, the undersigned residents of Port Norfolk and surrounding areas, are opposed to <br />the property designated as 445 Mt. Vernon Avenue being used as a group home for retarded adult <br />Signed by Dale C. Shaw, 124 Mt. Vernon Avenue and others." <br /> <br />Ms. Ann Stafford, 446 Mt. Vernon Avenue. <br />Ms. Mary Alice N. Dunnevant, 309 Douglas Avenue, <br />Warren L. Holland, Sr., 555 Mt. Vernon Avenue. <br /> <br />representing Port <br /> <br />Norfolk Civic League. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Barnes, that UP 81-1 , a use permit to operate <br />a group residence for mentally retarded adults be denied and was adopted by the following <br />vote: ' ' <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />(h) Use Permit UP 81-3 - Petition of the Portsmouth Redevelopment and Housing Authority, <br /> by Harvey N. Johnson, Jr.,. Agent for the STOP Organization. <br /> <br /> Motion of Mr. Beamer and seconded hy Mr. Gray, to concur in the recommendation of the <br />Planning Commission, UP 81-3 be approved on first reading to operate a convalescent home on <br />land zoned Residential R-TS; that~e report be furnished by the time for final reading on the <br />use permit, and was adopted by unanimous vote. <br /> <br /> (i) Use Permit UP 81-6 Petition of the City of Portsmouth, Virginia and by John R. <br /> Nazarro, Executive Director of the Portsmouth Area United Fund. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, to concur in the recommendation of the <br />Planning Commission, UP 81-6 be approved on first reading and to amend the use permit to das- <br />c~he-tke.~un~ o~ tke~tdin~ ~tsel~, was adopted by unanimous vote. <br /> <br /> (j) PROPOSED AMENDMENT TO THE CTTY CODE: Section 40-69(b) pertaining to M-2 industrial <br /> USeS . <br /> <br /> Motion of Mr. Gray and seconded by M~. Beamer, to concur <br />Planning Commission, amendment to Section 40-69(b) be approved <br />adopted by unanimous vote. <br /> <br />in the recommendation of the <br />on first reading, and was <br /> <br />(k) PROP.OSED AMENDMENT TO THE CITY CODE: <br /> <br />Section 40-81.
