23Z <br /> <br />March 10~ 1983 <br /> <br />NEW BUSINESS <br /> <br />81-90 The following letter from the Planning Commission was submitted: <br /> <br /> 'At its regular monthly meeting and public hearing on March 3, 1981, the City Planning <br />Commission resolved unanimously (6-0-0) to endorse the attached policy positzon paper with <br />respect to the 1981 allocation hearing slated for March 17, 1981 at the Suffolk District <br />Office of the Virginia Department of Highways and Transportation. The Commission worked <br />closely with other agencies of municipal government with respect to this proposed statement <br />and has coordinated its effort with~our Chamber of Commerce Hfghways and Transit Committee <br />chaired by Admiral James A. Brown." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />'~A RESOLUTION ENDORSING PRIORITIES OF THE CITY OF PORTSMOUTH FOR ALLOCATION <br />OF FUNDS OF THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION. <br /> <br /> WHEREAS, a public hearing has been scheduled for March 17, 1981, in the Suffolk District <br />Office of the Virgznza Department of Highways and Transportation for the purpose of obtaining <br />recommendations for the priorities in allocation of funds of the Virginia Department of <br />Highways and Transportation; and <br /> <br /> WHEREAS, the City of Portsmouth is seriously concerned by economic <br />to curtail construction of transportation arterials deemed essential to <br />of the City and its port and military related activities; and <br /> <br />factors which threate~ <br />the future welfare <br /> <br /> WHEREAS, the Council of the City of Portsmouth is of the opinion that local identity <br />of needs for transportation funding should be of primary consideration in establishing the <br />priorities for allocation of construction funds by the Virginia Department of Highways and <br />Transportation. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that this Council does hereby endorse the following Highway Projects and priorities of the <br />City of Portsmouth for allocation of funds of the Virginia Department of Highways and <br />Transportation: <br /> <br /> 1. Development of a traffic artery in the Cross-Churchland Corridor from the western <br />end of the Virginia Route 164 bridge at West Norfolk ro the vicinity of the intersection <br />of U. S. Route 17 and Virginia Route 135 near a point common ro the cities of Chesapeake, <br />Portsmouth and Suffolk. <br /> <br /> 2. interstate 264 widening involving the downtown tunnel and Berkley Bridge. <br /> <br /> 3. Victory Boulevard extension from Airline Boulevard (U.S. 58) to Portsmouth <br />Boulevard (Va. 337). <br /> <br /> 4. Allocation of design funds to design the "Flyway", a bridge to link Interstate <br />264 to the Midtown Tunnel Freeway serving the deep water Marine Terminals at Pinner's Point. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to <br />communicate the establishment of these priorities to the Virginia Department of Highways <br />and Transportation in such manner as he deems appropriate." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-91 Motion of Mr. Oast and seconded by Mr. Barnes, that the funding analysis report <br />from the Municipal Finance Commission, to be received as information, and was adopted by <br />unanimous vote. <br /> <br /> 81-92 Vice Mayor Beamer offered the following nominations for appointments to Boards/ <br />Commissions: <br /> <br />Commission of Architectural Review <br /> <br /> Mrs. Frances J. Gill to be appointed for an unexpired term, ending May 1, 1983, replacin <br />Mrs. Dennis F. McMurran, who resigned. <br /> <br />Citizens Advisory Committee <br /> <br /> Mrs. Shirley S. Richards to be appointed for an unexpired term, ending June 1, 1982, <br />replacing Mrs. Anne H. Long, who resigned. <br /> <br />Museum and Fine Arts Commission <br /> <br /> Dr. Gladstone M. Hill to be appointed for an unexpired term, ending November 1, 1983, <br />replacing Richard H. Grace, who resmgned. <br /> <br />Social S~rvices Advisory Commission <br /> <br /> George Minor, Jr.~to be appointed[for an unexpired term, ending July 1, 1983 replacing <br />Mrs. Marcia Olitsky, deceased. ' <br /> <br /> <br />
