<br />to encourage participation of the various parties as a visable gesture of his concer~
<br />for the effect on our community.
<br />The committee is aware of several alternative proposals by private industry for coal
<br />~rmina~'~facilities on dffferent sitesrin'~T~dewater~ 7The cit~ should insure that
<br />these alternate proposals receive full and fair consideration.
<br />
<br /> The committe is aware of the impact of increase use of coal, of the National Energy Pro-
<br />blem and the economy of Virginia. It is also apparent that the State, the VPA, the Coal Com-
<br />panies, the Railroad and the shipping interest all are reacting in a manner which will serve
<br />their own best interest. The city should serve notice that it intends to protect its interest:
<br />and should make it clear that the implications of the problems will affect the future of the
<br />entire city, and not just the Church%a~d Ar~a.

<br />The assistance to the committee by all departments of the city is sincerely appreciated."

<br />February 24, 1981, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $320,000 FROM THE PUBLIC UTILITIES CAPITAL
<br />IMPROVEMENT FUND FOR THE DESIGN OF A TWO MILLION GALLON UNDERGROUND CLEARWELL
<br />AND A PUMPING STATION FOR THE CHURCHLAND AREA. '

<br /> On motion of Mrs. Webb and seconded by Mr. Oast, the ordinance was adopted, and by the
<br />following vote:

<br /> 81-63 The following ordinahce approved on first reading at the regular meeting of

<br />ALTERATIONS TO THE JUVENILE AND DOMESTIC RELATIONS COURT BUILDING."

<br />"AN ORDINANCE TO APPROPRIATE $26,000 FROM THE PARKING AUTHORITY FUND FOR
<br />THE PURCHASE OF PARKING METER PARTS AND MECHANISMS TO PERMIT THE CONVERSION
<br />OF PARKING METERS FROM TEN CENTS TO TWENTY CENTS PER HOUR."

<br /> Mrs. Rose C. Perkins, 406 Westmoreland Avenne, spoke in opposition of increasing the
<br />parking meter rates as it would mean a l~ss of business to the downtown merchants.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Gray, that the mafter be deferred until the
<br />next Council meeting (March 24, 1981) in order that the Chamber of Commerce, Ret&il Merchants,
<br />and the City can discuss the matter further, and was adopted by unanimous vote.
<br />
<br /> 81-45(k) -'Eonsiderat~on of an ordinance to amend Section ~0-.81 of the City Code with
<br />reference to the term "Marina in W-1 Zoning District.
<br />
<br /> This item was deferred from the Public Hearing on February 9, 1981 for a report from
<br />the City Attorney. The proposed language recommended by the Planning Commission has been
<br />revised without change to the intent of the proposed amendment. The City Manager recommends
<br />adoption on first reading."

<br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO AMEND SEETION 40-81 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1973, WITH REFERENCE TO THE TERM "MARINA" ~ W-1 ZONING DISTRICT."
<br />
<br /> 81-71 Motion of Mr. Oast and seconded by Mrs. Webb, the report 6n the request from
<br />the School Board to establish a contingency fund for the payment of energy bills be deferred
<br />until the next meeting (March 24, 1198), and was adopted by unanimous vote.
